I think NIMBYism always existed - at least as long as there were property rights and those rights were vigorously enforced.

What's changed in the modern era is home ownership is so common. Even in the 19th century NIMBYism tended to be restricted to wealthy neighborhoods where the deeds included exclusionary covenants.
