There are trees and shrubs in those hills, though. Here's a better image that shows where the treeline begins:



Basically, from those trees represent the start of the forest that stretches north into Canada. Boise just happens to be where the forest and desert meet.

The Atlas Mountains are a similar example, though they are more rocky and barren than Boise's.

Probably good the hillsides just outside of the city are treeless. Fire danger is lower and it's more manageable than in other western locales.

Oh and Boise is very scenic all four seasons!
