I'm not sure, but for one thing, that idiot should have known better that there was traffic behind them, and then pull over to the side instead of blocking traffic in an extremely dangerous way. At the same time, these dirt roads shouldn't be connecting to the perimeter for the long run.
Also, you were travelling at 110 km/h, instead of 100 km/h. Then again, just about everybody does it these days.
