As I have had occasion to sit in traffic on these ramps, I have often wondered if a building could be constructed parallel to Vine St. and going north back as far as Pearl St on the map. This building would have to be built over active, but often slow moving, traffic lanes, and I don't know if the safety concerns would allow such construction. But these ramps are more or less 'in the basement' by the time they reach the Pearl St. area.
I wonder if the land costs were very low, if that would allow for the increased construction costs. And the developer would have to find a way to 'pay back' the State for the land, such as including below market rate housing, taking on the upkeep of the rest of the idle land around the ramps. What could be a win win type of project for this site?
