Here's Trammel Crow's Explanation of the Sam's Club. Basically they're in too deep with Wal-Mart, promised too much and now they can't back out. They'd rather risk pissing of the Neighborhood and city than lose a large deal/client. Hopefully, they did warn Wal-Mart repeatedly and Wal-Mart just said no, this is what we're doing..Make the city tell us no.
Either way, their "Defense" of the development is really weak.

1st off, has the major outcry been about the elevations? Not at all...
Secondly, there are suburbs within DFW that this proposal would get turned down until they upgraded these elevations to meet code. (Frisco, Southlake, Prosper, Westlake, etc.)
In the end, it will get built because money trumps all.
