I've never worked with high-rise residential, but it seems that a building of that height will need many intermediate mechanical rooms on other floors, given the distances that utilities need to travel, and especially given the limited floor plate at the top of the building.
Edit, if you go back and look at the section on page 36 (which may be old) it appears that the top two floors may be mechanical and the there is an additional mechanical level at the top of each tower.
