Corporation to take up works using premium FAR amount

We can even think of buses with facilities to carry bicycles in the next phase of smart city planning.

These are good news for farmers growing coconut, palm, cocoa, cashewnut. In a similar way we need to give an industrial boost to jackfruit cultivation. What we need is 'Jackfruit Processing Industrial Park' just like we are planning for 'Coconut Industrial Park' along with support for innovations in jackfruit products & processing equipments. And technical institutes in Mangaluru can play a great role in developing & innovating food processing equipments. But, main issue is that the state politicians are focusing on just one city and interested in developing that city only and neglecting potential of other cities irrespective of Karnataka being the number one jackfruit grower of the country.

Many of products like canned or bottled jackfruit with syrup, polished & roasted jackfruit seeds, tender-jack pickles, jackseed flakes, toffee are already available in international markets. Even Indian states like Kerala and Maharashtra have come up with many new products and have developed appreciable industrial base for jack.

Other than jack seed powder being healthier alternative to maida in bakery industry, jack seeds' sabudana & chips are better substitutes for medical risky tapioca sabudana and chips. I think we can use same sabudana processing equipments for jackseeds processing for jackseed sabudana manufacturing. And even jackseed noodles, macaroni can be experimented. For some of things like jackseed flakes or jackseed sticks we may have to develop new processing equipments.

One of drawback is that jackfruit is seasonal. This has to be overcome by growing all season varieties. And secondly industries should be processing diverse varieties of other fruits also to keep them operational throughout year. I am not sure whether jackfruit can be imported economically & in time to support industries during off seasons in India.

By the way, 'Desi chocolate' in our childhood days was 'olebella' (palm jaggery). Wonder whether CAMPCO Neera chocolate will taste like adding cocoa to 'olebella'. One other variety of 'desi chocolate' that could be tried out is 'pan chocolate' by adding betel leaves juice, betelnut extract or powder and a bit of lime. But this has to be done after studying health effects. I also wonder whether betel leave extract could be used for soft drinks.

Though not for jack there is some good news for one of popular neglected crop of Karnataka indicating that some politicians have become active at last.

Wish Rainwater harvesting centre in future will lead to a full-fledged research & consultant center on water management including waterharvesting, desalination etc.

Interpretation centre, instead of green painted wall, vertical gardening of wall could have given a better natural look and become another demonstration piece of love for nature. Pilikula should have both vertical gardening & terrace gardening demonstration facilities with trainers. Two or threes years back there was a bit of news on hydroponics & aeroponics but Mangaluru could not develop further on it.

Summary: The government and Kanara Chamber of Commerce & Industry have already taken initiatives. Searching for 10,000 sqft area within city for start ups. Already investigated commercial complexes near AB Shetty circle and KSRTC bus stop for this. Experts think these industries should focus on Europe, Gulf & Middle-east countries.

I think Mangaluru has to explore emerging African countries also as our man power in countries like Nigeria is growing.

Looks like 10,000 sqft area is exclusively for establishing "Innovation Center" or "Startup Village".

The old DCs office could be turned into a museum as part of projects of the tourism department. Out of the envisaged Rs 2,000 crore, concept paper stated Rs 1,707.29 crore will be spent for specific area development projects and Rs 293.43 crore for pan city projects. Smart city fund at 973.56 crore will constitute 49% of the total proposed investment , PPP funding Rs 516.95 crore (26%), and convergence with state government schemes Rs 163.93 crore (8%).

Phase I incidentally will incorporate roll out of 19 online services that includes building license, occupation certificate, trade license, birth certificate, death certificate, application for water connection, water bill payment, application for UGD connection, grievance management, application for door number, property tax assessment and payment, registration and issue of khata, transfer of khata, revenue collection from rental from markets and so on.

The second phase, Nazeer said is enterprise resource planning and total automated intelligence solutions, and third phase GIS integration. "We cannot take all three phases together for each of them are interlinked," he said adding second phase is more technical in nature in that it pertains to engineering and town planning sections. Field survey and property mapping is not a feature of the total automation and will have to be dealt with separately, the official noted.

The project has been hanging fire since 2004-05 when then chairman of standing committee of taxation, finance and appeals Naveen D'Souza mooted the same in the annual budget. Naveen, now a corporator said it is important for the city corporation to computerize all its aspects and ensure that citizens get speedier delivery of services and are also able to effectively track the status of their various requests and applications submitted for various requirements.

Near Leewell breakwater point there is a tile factory. I wish out of six unused tile factories those would be converted as restaurants and museums under smart city project this would be one. A few years back when I visited Someshwar Beach, Ullal I wished that Someshwar Temple area should be free from vehicles. (If people wish there can be separate drive-in beaches for them). My wish coming to true in Leewell, which is going to be a great tourist place of future, gives an overwhelming feeling! Also hope that Mangaladevi, Venkataramana and Sharavu temple areas will be vehicle free zones except for vehciles visiting Sharavu temple for pooja. I had always wished Mangaladevi temple surrounded by a beautiful grass covered open space. There are also temples specially those of local Tulunadu Gods (Spirits or Daiva & Bhoota) around Leewell area, these & the rituals of these temples could be of tourist interest. There should be an open theatre (similar to one in Attavar Katte) or amphitheatre between Mangaladevi and Leewell breakwater zone with regular short duration shows of Yakshagana, Gombeyata and other cultural art forms of Tulunadu. I can even visualize a platform at the end of breakwater with estuary as background and seating arrangement on river bank. Wish also that peace and tranquility will be restored around other heritage places like Shree Adishwara Swami Basadi, Zeenath Baksh Masjid, etc.

It is clear from above that Railway Station will be integrated with other modes of transportation and a bus terminal will come up adjacent to railway station. I don't know which model of execution suggested above will be followed by Mangaluru. But, definitely public participation is needed to finalize whether to build Mangalore Central or Mangalore Junction as Smart Station irrespective of Mangalore Central is part of area selected for area based development. And whether to integrate only city buses or also service buses with railway transportation. What I wish is Mangaluru Central to have city bus terminal and Mangaluru junction both city bus and service bus. Apart from this, I have already suggested earlier that all bus stops should also be reconstructed for supporting multimode transportation integrating autorikshaws, bicycles, etc.

Not only Smart City; Smart Mayors are also needed

Apart from participation in building physical & social infrastrucutre of the city economically Mangalore Mayor should also actively participate in building economical infrastructure of the city as I have detailed earlier.

'Tap Netravathi flood water to meet Bengaluru's needs'

The better solution is to reduce farmland around Bengaluru and increase equal amount of farmland in Dakshina Kannada by implementing Paschima Vahini project so that Bengaluru can get diverted water of farming for drinking and secondly displace some of population of Bengaluru to Mangaluru. That would be more economical & ecofriendly way of doing things instead of wasting 1000 MWs of power every year to pump water against gravity. In this way Mangaluru will be more economical to run businesses than Bengaluru as strengthening of Mangaluru International Airport to Bengaluru International Airport level does not take much time once started.

Let us study some of ecofriendly and economical effects

* Freed land of interior Karnataka could be used for solar parks
* This will reduce coastal region dependence upon interior Karnataka for food products & reduce transportation coasts
* Floriculture products can be exported from MIA like/instead BIAL if floriculture is promoted in coastal region
* Even administrative offices of Vijaya, Canara banks are welcome back to promote Mangaluru as Finance City
* Establishment of a few offices like HC circuit bench in Mangaluru will also reduce burden on Bengaluru
* Get rid off Acacia, Eucapytus around Bengaluru grooves which consume lot of water. Can be grown in sea shores to reduce erosion.

This project looks like Cambay Kalpasar project Gujarat planned for Delhi-Mumbai Industrial Corridor except that this will be for Chennai-Bengaluru Industrial Corridor.

Summa: The project is about exploiting some of freshwater out of 120 TMC of Netravati river water going into sea for drinking, agriculture and industrial purposes with a cost of Rs. 2,200 crores by constructing 95 TMC 15km x 15km (or optionally 35 TMC 7km x 7km with less cost)(I think submerged depth of barrier is about 25 meters at deepest point for 95 TMC, 10 meters for 35 TMC) freshwater reservoir at the mouth of the river by building a barrier on the sea to isolate freshwater and seawater without submerging any land. Other project features are solar (on reservoir or on barrier?), wave & tidal power generation (at extra cost?), fresh water fish farming. The project also claims salinity level of wells in nearby areas of reservoir will go down. The water will be carried to Bengaluru through pipelines along road or railway track using 750 MW power for pumping daily for 300 days.

My bullet point comments as a layman are

* It is not clear how boat, ship movements from Bunder, Lakshawdeep Jetty and Shipyard will be carried out once barrier is constructed. Whether Smart City project plan for Bunder has to be redrawn? Whether barrier itself will provide jetty or deepsea/panamax port/shipyard with protection facilities for anchorage of boats or whether locks or slipways will be provided for ship movements? Whether seabased fishermen have to pay for lock/slipway operational cost? Whether construction cost of lock/slipway included in project cost? How this project will be integrated with Netravati waterway project without constructing other dams to maintain water level throughout the course of the river? Whether reservoir barrier can be used as a road? If so, what would be the arrangement for bridge near lock/slipway? I don't think barrier is of much use to connect Ullal with Tanneerbhavi as total length is 15km+15km+15km = 45km (or 7km+7km+7k=21km).

* How much would be the cost of deepsea/panamax port if that could be constructed? This depend upon whether freshwater reservoir barrier could be used as road and extra facilities are created for anchoring boats and ships. Anchorage for boats will be near to shore were sea has less depth but sufficient protection to be provided against wind & waves. What are the economy & environment considerations if Pachanadi solid waste is used for filling reclaimed land for deepsea port terminal after constructing another barrier for terminal area? (Wonder whether we have option of using Pachanadi waste for filling airport terminal extension?). Dredged silt also can be used for land filling. Definitely pollutants like iron ore or coal can not be transported using port if port is constructed adjacent to freshwater reservoir.

* What is the cost for measures to be taken against pollution of reservoir from sewage water? Whether this cost is counted in total cost of Rs.2,200 crores? Whether barrier & its gates can provide complete isolation against sea pollutions like oil or gas spillages as NMPT is nearby & also if idea of new deepsea port is considered?

* Since tidal energy project is also proposed, whether high-tide seawater from tidal power station will be released to an isolated part of reservoir or somewhere else before releasing back into sea once tide recedes? What would be the total area requirement for collecting released seawater? (Assumed that during low-tide same water in isolated area will be used by tidal power station). I opine that drinking water, freshwater fisheries and fall in water salinity level in wells in the area near reservoir is possible only if released saline water from tidal power station is fully isolated from freshwater. Whether total cost includes this cost?

* Still sea water will become more saline as less fresh water will be released into sea against the wishes of fishermen who wish less salinity of sea near shores. What would be the relative change in sea salinity level in rest of the coastal sea water near reservoir? And what would be the effect on salinity level of wells there?

* Non-saline sand for construction is already available at Tumbay dam and more will be in check dams when Pashchima Vahini is completed. I guess extraction of sand from check and vented dams' silt will be more economical than from deepsea deposit.

* Anyway electricity requirement for pumping water will be much higher than the one generated by tidal and solar panels (and even wind mills if they are also planned) on barrier or reservoir. I think cost of Rs.2,200 crores does not include cost of solar, wave, tidal power stations. Agriculture using this type of reservoir water will be much costlier than agriculture through check dams and canals which supply water naturally through gravity. But on advantage side for Mangaluru, core city is going to have freshwater nearby and need not worry about damages to pipelines supplying water from Tumbay assuming this water is sewage free.

* One has to be very careful of the promise that no land will be submerged.

* Whether any study report available on positive or negative contribution on sea erosion by this project? Or whether there will be coastal erosion by reservoir instead of sea when the rivers flood?

* 7 km of Tanneerbhavi beach will be reservoir beach and thankfully Ullal beach which is more than 8 km away from estuary is spared.

* Guidance to ships to avoid collision with barrier.

The existence of offshore iron mineral blocks along Karnataka coast should mean good news for KIOCL. Whether any institute is doing research on feasibilities & economies of establishing offshore steel & other plants in India? The advantage of floating plants could be ease of importing raw materials like coal & relocatability as they can be shifted easily from one mineral base to another and disadvantage could be cost (including desalination but minus cost of land) and transportation of human resource.

Looks like IT office is of more than 10,000 jobs capacity with building blocks around 20 floors! In addition there is Incubation Centre.

Plan to use premium FAR funds gets approval

I think many of highrises coming up in Mangalore are purchasing premium FAR to increase floor area and hence number of floors. Even 40 floors or 50 floors building are proposed in a land of 1 or 2 acres. It is interesting to check whether premium FAR funds will be used exclusively for expansion of roads & construction of footpaths, busbays and autobays where these buildings with premium FAR are constructed or proposed or whether premium FAR funds will be used for other activities also. Check old news Corporation to take up works using premium FAR amount.

Central Railway Station Development Proposal

Let us not forget about need for Transit Oriented Development (TOD) by integrating rail with bus network. Ultimately what we need is TOD type stations all along Mangaluru & Udupi tracks. Even proposed Metro tracks whenever feasibble should be developed on this model. And we need auto, bicycle stands integrated with bus stops and railway stations.
