This project has been slow, but let's not forget that the site is absolutely massive. The towers themselves are relatively slender. I imagine that they'll go up at a typical pace.

Once the towers begin to rise above ground level, it will be easier to do updates..

Based on how long it took them to get to ground level, they could probably hae both towers built i the same amount of time.
