It's just the Algonquins of Ontario, whom the Algonquins of Kitigan Zibi claim they are not "real" Algonquins. Lots of complicated politics.

I would not expect the Algonquins to pay anything, but Taggart, a private developer, should, even if it's just the City infrastructure through the site.

Would be nice to provide some of that land to the Kitigan Zibi group in order to ease tensions.

There were no borders before Europeans arrived, so we should not favour one provincial group over another.
