Background - The Oldest British founded city in North America
St John's is the second largest city and metropolitan area in the Atlantic Provinces, the fourth largest coastal city in Canada, and by North American standards an old & historic city which places high importance on preserving its heritage and unique character. After a series of modern high-rise projects between the late 1950's and 1980's, height restrictions and stringent heritage by-laws were put in place and recently strengthened again. As a result most of the pre-WW2 downtown and surroundings are part of a large three tiered heritage area. The development philosophy of the city is to encourage the re-use of its existing buildings (many heritage structures have been converted to condominiums) and develop context sensitive infill and new low-rise projects. Recently (2010), the city has considered excluding a small block of land in the West downtown area from heritage regulations to accomodate taller and more modern buildings.

Fortis Properties Corporation announced today (April 4, 2011) its submission of a development application to the City of St. John’s for the construction of a 12-storey, Class A office building at the corner bounded by Springdale Street, New Gower Street and Hamilton Avenue Extension, also known as the former Horwood Lumber site. This site is designated by the city’s Municipal Plan as an area allowing for additional building height to 12-storeys.
The $50 million project will feature 145,000 square feet of Class A office space and include 183 parking spaces in line with municipal requirements. The building will be constructed to environmental and energy efficient standards and will exceed the Model National Energy Code for Buildings.
Tiffany Village Condos at Tiffany Estates - 16 floors - height 58 m - Proposed.
"Located in the heart of St. John’s, the Tiffany Village Condominiums project will consist of two concrete state-of-the-art buildings with panoramic views of the City. These buildings will have up to 240 residential condominium units with 2 levels of underground parking. . ."

The existing building will be redeveloped and expanded in a mixed use development containing about 83 condo units and commercial space on the ground floors. Three floors will be added to the east section; one floor and a new section will be added on the west. The finished height will be 8 stories, 28.53 meters from Duckworth, and 10 stories, about 35m, from the lower elevation of McBrides Hill. Parking will be provided by the Henry bell development parking garage across the street.

Henry Bell Developments Proposal - Henry Street - Duckworth Street (Marconi, Mirador & Metropark) Under Construction Developer's Website (Marconi): http://condosmarconi.com/
The 9 storey project will have a total of 90 units and a five-level parking garage (Metropark) which will have about 400 parking stalls.
It includes the renovation and expansion of the former CBC-Capitol Theatre Building, and is expected to cost in excess of $33 million.

40 Henry Street - Star Of The Sea Condo (revised) - Proposed/Approved
This 8 storey condominium development is proposed to be built on Henry Street downtown, replacing the now demolished Star of the Sea Hall.
Permission was granted for demolition in July 2010. Building heights of the revised proposal will range from 20.5 metres on the east end to 26.5 metres on the west end (~24 m at entrance). Fortis Building - Retrofit.
Retrofitting work is expected to start sometime after 2012. Fortis had proposed a 15-storey tower to be built adjacent, but it was abandoned after considerable public
opposition. This 12-storey building opened in 1969 as the Royal Trust Building, and was the first office tower in St. John's.

Duckworth East - Hotel/Condo Development - (New Jan 2012) - Proposed
This proposed development consists of two five storey buildings on opposite sides of the street, located at the corner of Duckworth & Ordnance, and Duckworth near Hill O'Chips. The flatiron style building (south side) will be a condo/hotel with commercial space on the ground floor. The north side building is proposed for the site of the old east end fire station and will have two levels of parking with three floors of residential above.

Pleasantville Lands Development - Under Construction Birds Eye View
64 acres at Pleasantville will be developed into a comprehensive residential and commercial area. Canada Lands Corp.'s plan will see about 960 residential units built, including single-family and multi-unit homes and hundreds of condominiums. Fort William Station Condominium - Partially Completed Birds Eye View
8 - 10 Water Street - 5 stories including parking. This development will consist of six residential condominium buildings to be located on the former Standard Manufacturing site on Water Street East opposite the waterfront. Each building will have eight units for a total of 48 and there will be one level of indoor parking, and an outside parking lot for 34 cars. Approved, phase one is complete.

CFS Pleasantville Facility - completed 2014 Birds Eye View
The facility will be located on The Boulevard, overlooking Quidi Vidi Lake. The main component of the project is a new four (4) storey building with a total floor area of approximately 23,750 square metres (or 255,567 sq ft) with access via The Boulevard. The building will have four levels @ 5 meter floor heights, the total building height at max will be approximately 21 meters on the Boulevard, with some of the structure set back into the grade, and will be about ~182 meters (600 ft) in length. Another smaller facility will be built as well, the Military Family Resource Centre. The main building's appearance will include some precast concrete, with predominant colours of grey and pale yellow. "The total site area is approximately 63,500 square metres. A large number of parking lots – 218 – will be provided for staff, reservists and the visiting public, while 135 oversized parking lots will comprise the new military vehicle parking area." Bennett House - 66 Churchill Avenue completed 2014
Killam Properties - Proposed apartment complex; Bennett House is the first of three 4 storey buildings, containing 71 units each.
Design wise, this is one of the best current residential proposals in St. John's so far.

Long-term care homes, Pleasantville - completed 2015
The new four-storey complex, which is expected to encompass an area of approximately 37,000 square meters, will see two long-term care homes joined by a core building. The current design concept for the homes includes two main residential buildings joined by a shared core building. The two homes will include resident care units with 460 beds in total, and is to be built on the site of the present Janeway Apartments. Source, Government Release with renderings
The Memorial University project is a new 500-bed residence consisting of 2 separate, 6-storey reinforced concrete, masonry call buildings with a distinctive metal mansard roof within the confines of the campus. The building is connected to the campus by means of enclosed glazed elevated walkways through a central hub building that also acts as a performance stage to an outdoor common area and ties back into the Hatcher House. The lower levels include multipurpose rooms' accessible bedrooms, resident supervisor's apartments, and laundry and services facilities....
The exterior will consist of concrete masonry units, vinyl windows on the upper floors. The sixth floor will have sheet metal with the ground floor containing curtain wall windows.
St. John's City Bus Depot - completed 2014
The St. John's Transportation Commission has purchased 13 Acres on Street 'A' (near Kelsey Drive) for the new Metrobus Facility. The building is located on property next to the former Salvation Army Training Facility off Tiffany Lane. The Site Context Plan prepared by Tract Consulting Inc. shows the general location of the site and surrounding uses. The Site Plan prepared by Kavanagh & Associates Ltd. shows the exact location. The height of the building is eight storeys with two basement/parking levels. Height above grade will vary because of the sloping ground. At the building main entrance, the height will be 26.6m, including the parapet. A mechanical penthouse in the middle of the building will be 2.4m in height. A new parking garage with space for about 830 cars will be constructed at St. Johns' largest hospital.
The Narrows Condominiums - Completed 2010 Birds Eye View
A 4 story development overlooking the Narrows at 47 Duckworth St. This is one of the few condo buildings to have unimpeded views of the Narrows. There will be 32 units, and 66 underground parking spaces. The building footprint on the main floors is U shaped, with a main floor level courtyard, and will have two main entrances instead of one, enabling the center units to face both directions. This building is in the mid construction phase (2009). There are two additional above ground stories (basement/parking) at the rear of the building, making the total height facing the harbour around 20 meters.

Deacon Investments - Cancelled, or Status Unknown - Job Street-Hamilton Avenue, Mixed Use Office & Condo Building, height - 37.8 meters to main roof* - 10 storeys - Proposed/Approved 2011
*Height figure of 37.8 m does not include the parking garage.
The original proposal was for an eight-storey office building and two-storey parking garage on Job Street at the bottom of Hamilton Avenue. The proposal was resubmitted August 2011 for an increase to 10 stories. The proposed building wil have an area of 160,000 sq ft (14,860 sq meters), with 8 levels of offices, 2 levels of condominiums, and 2 levels of underground parking. Each office floorplate will be about 17,000 sq feet for a total of 136,000 sq feet of office space. The building will have two main elevator cores (4 elevators in total) and three stairwells.

Proposed, March 2009, the multi story building (5 to 6 floors) will be located on Water Street, at the home of the former Arcade site. It will be approximately 79,000 square feet, with Compusult occupying the top two floors. Hosting a parking garage, as well as retail space on the bottom floor. Hotel, 123 Water Street (Prescott & Water St.) main height 22.3 m, max height ~25 m - Approved- Cancelled or Status unknown Birds Eye View
This proposal has been revised and this is the third version. "Under the proposed new design, the hotel remains as a 140 unit full-service hotel on six (6) floors above Water Street and parking on two levels below the Water Street level. The height of the hotel building along Water Street is proposed to be reduced from 18.3 metres from the top of the parapet to 17.9 metres from the top of the parapet. The height of the hotel building from Harbour Drive is reduced from 27.3 metres to 22.3 metres by the removal of the pool and spa from the roof level and relocating these amenities to the parking level. The rooftop penthouse adds about 2.3 meters for a total height of ~24.6 meters from Harbour Drive. The total floor area of the hotel is reduced from approximately 10,885 square metres to approximately 10,370 square metres, a reduction of approximately 515 square metres." Proposed - A complex of apartments, condominiums and assisted living for seniors. Four buildings of ten stories, plus lowrise buildings, pinnacle heights of ten storey buildings, incl. mech penthouse is 32.7 m. at main entrance. Completion date of the whole project is listed as 2014.

Atlantic Place Hotel - Cancelled or Status unknown
This is the granddaddy of all cancelled or unbuilt projects in St. John's.
The whole complex, including a commercial office building with a 3 level retail mall, hotel, and parking garage was proposed around 1972,
but the hotel was never built. The lower levels of Atlantic Place were completed in a modified 9 level design in 1976, almost completely bereft of most of the original design's architectural detailing. The hotel would have contained a cabaret on the 20th (top) floor.
The building height was to be 69 meters. The existing steel structure was built to support the full 20 storeys. The parking garage was also built in 1975.

Gulliver Property Condo Development, 397 Blackmarsh Road - Approved - Cancelled, proposal replaced
A mixed residential development consisting of 8 condominium apartment buildings of various building heights including 2-storey, 3-storey, 4-storey and 6-storey buildings (a total of approximately 340 condominium apartment units) and 22 single-detached houses. Templetons Office Building- Cancelled or Status unknown
Proposal (from 2005) to build a 4 to 5 storey office building on the Templetons property which fronts both on Water Street and Harbour Drive.

Johnson Insurance Headquarters - 8 storey Office Building (Cancelled)
New Gower Street & Hamilton Avenue

Height of pinnacle, 41 m (estimate)
Proposed in October 2008, this would have be the first large private downtown office building in more than 20 years,
but was cancelled in June 2009 when Johnson acquired space in the Fort William Building instead.
This was replaced by the Fortis Office development Springdale Street, which started construction in 2011.

Hilton Embassy Hotel- Cancelled, proposal changed
Proposal for a new hotel at Duckworth & Bell Streets downtown (Hilton-Embassy) in 2007.
The hotel was to be 7 stories in total with a setback from Duckworth, containing between 130 to 175 suites.

Capitol Theatre/CBC Building- Cancelled, Proposal changed
Refurbishment of the 500 seat Capitol Theatre on Henry St, and the three storeys of offices which sit below it on
Duckworth Street. The office space, former CBC radio studios, is planned for use of artists and arts groups.
This was replaced by the Henry-Bell development.
Marriott Hotels, Water Street - Cancelled, Proposal changed
(Nov 2007) "Marriott Hotels has redevelopment plans for the former Woolworth's building on Water Street. It wants to build extended-stay suites."
This was eventually replaced by the 351 Water Street development.
Battery Hotel Proposal / The RockCancelled
Proposed in Oct. 2005, this was a proposal to replace the existing Battery hotel with a 10-story, 200-room hotel and condominium complex, with construction beginning in 2007. This project was shelved by council. Status: Not approved/on hold or cancelled.
Leos Lane Condominiums - Cancelled
This was a proposal in 2007 for an eight storey development of a vacant lot at 28 Water Street East. However, it was rejected by council for various reasons, including interference of views from a restaurant. Not approved, cancelled.
New Gower Place
