An on-premises brewing license endorsement is required, to have a functioning brew pub. Perhaps the pub will open with a sales license, and then request the endorsement.

Took my parents to La Cantina for dinner tonight for a pre-Mother's Day celebration, after more than a decade since paying that place a visit. While I'm really happy that so many new dining options have evolved downtown, and I still hope to partake of many of them, I'm glad the stalwarts are still bringing their A-game. We were very impressed and satisfied with the service and food.

Dont think its the willingness to invest prior to construction thats an issue. Its the ability to survive through the multi year construction.
