HLL Lifecare to set up R D centre at Akkulam

THIRUVANANTHAPURAM: While R D in most public sector companies has been restricted to problem solving exercises, HLL Lifecare is investing heavily into a corporate R D centre in Thiruvananthapuram, envisaged as a centre of excellence with world class laboratories and stateof the art equipment. The centre to come up at Akkulam, would be one of its kind in the country as it would be dedicated to contraceptive research.

"We need to develop technologies and products ourselves rather than transfer from other labs, which might turn out to be a huge drain on our income in the future. The general idea is that good contraceptive practices would lead to good reproductive health and our research on contraceptives and reproductive health will all be done in project mode with a clearcut timeframe and accounting of resources," said K R S Krishnan, HLL Lifecare senior vicepresident (R D and strategic planning).

The design of the centre, in line with the most modern and sophisticated labs in India, is by renowned architecht G Shanker. The facility at Akkulam will comprise two blocks the laboratory block and the academic block, the former also housing an extensive library. The laboratory block will be a fourstoreyed building, with the pilot lab and utility rooms in the basement. This R D centre will have both inhouse research projects and collaborative projects with other institutions such as IIT Kanpur, CDRI Lucknow, Rajiv Gandhi Centre for Biotechnology, Sree Chitra Tirunal Institute for Medical Sciences and Technology, Regional Cancer Centre and the National Institute of Research on Reproductive Health, Mumbai.

In addition to novel contraceptives, the research initiatives will focus on healthcare devices such as those for drug delivery, and blood filters.

State plans feasibility study at Poonthura

THIRUVANANTHAPURAM: A feasibility study will be conducted in the coastal areas of Beemapally and Valiyathura for the construction of breakwater, which has become a success in the coastal area of Poonthura.

Announcing this in the Assembly on Thursday, Water Resources Minister N K Premachandran said that the Government had taken a decision on this following the widespread demand. There has been a demand for this since sea erosion has become rampant in the coastal belt of Beemapally and Valiyathura.

Raising this issue through a submission, V Surendran Pillai of the Kerala Congress (Thomas) said that owing to sea erosion, several houses were damaged in the coastal belts of Beemapally and Valiyathura and several families were permanently residing at relief camps.

Since breakwater has become effective in the regions of Poonthura, the sea erosion is causing heavy damage to the areas of Beemapally and Valiyathura, he said.

To another question raised by Surendran Pillai, Forest and Housing Minister Binoy Viswam said that 91 houses would be constructed under the tsunami project in areas such as Beempally and Pettah. Construction of 31 houses has been completed in Beemapally and they have been handed over to the district administration.

The construction of 60 houses in Pettah village is going on and is expected to be completed this month, the Minister said.

Enchakkal bus terminal: ‘Work to start soon’

THIRUVANANTHAPURAM: The first phase work on the bus station terminal-cum-shopping complex at Enchakkal outside the city will begin shortly, Transport Minister Jose Thettayil said on Friday.

The Minister said this in a written reply to Thiruvananthapuram West MLA V Surendran Pillai in the Assembly. In the first phase, the Government plans to take up construction of the basement and ground floors, which will be used as the bus station.

The second phase, which will be taken up subsequently, consists of the first and second floors which are to be rented out to commercial establishments, Thettayil said.

The Enchakkal project is meant to clear the rush inside the Thiruvananthapuram city. All fast and super fast buses will begin and end their services at the new stand.

To another question, the Minister said that the State Government had not yet taken a decision on the formation of a company involving KSRTC and the City Corporation for running low-floor Volvo buses.

‘‘The new AC low-floor Volvo buses rolled out in the city are not profitable when you take into account depreciation. But the buses are making enough money to meet daily expenses,’’ he said.

At present, eight AC low-floor buses and one non-AC low-floor bus are plying in the city. Under the JNNURM project, Thiruvananthapuram stands to get 30 AC buses and 120 non-AC buses. The remaining buses will be rolled out in due course, he said.

The Kerala Chief Minister, Mr V. S. Achuthanandan, handed over to Mr N. Chandrasekaran, Chief Executive Officer and Managing Director, Tata Consultancy Services (TCS), a State Government order sanctioning allotment of 82 acres for setting up the proposed training and development campus in Technocity here.
TCS plans to set up a modern training centre, slated to be the country's biggest, which, when complete, would accommodate over 15,000 professionals at a time.The land will be allotted on a 90-year lease. Construction of both the development centre and the new training campus should commence within 12 months of allotment of land.
IT Kerala has had a long association with TCS. In 1994, the company had bought two acres of land to set up a corporate training facility, which was later expanded by acquiring 12 more acres.
In 2005, the company took over another 26 acres for the proposed software development centre, work on which is expected to begin in a year's time.When fully functional, the centre is expected to employ about 5,000 technical professionals.
“We are delighted to expand our presence significantly in this city, where a primary training centre has been in existence since 1997,” he added.
Speaking on the occasion, Dr Ajay Kumar, Principal Secretary-IT, Kerala, said that this project would put Thiruvananthapuram on the global IT map and have a positive impact on the economy of the State.

New look for IRC soon

THIRUVANANTHAPURAM: The Indoor Recreation Centre (IRC) at Shangumugham will soon come to have a new look. In addition to the indoor stadium being refurbished, a new building will also come up adjacent to the stadium. The building has been used as a recreation centre since 1997 by the Kerala State Sports Council.

The works on roofing and flooring have already begun at the indoor stadium. The stadium has not hosted any major badminton tournaments so far. However, once the stadium is refurbished, major tournaments will be held in the indoor stadium, said T P Dasan, president, Sports Council.

‘’With the completion of the project, IRC, Shangumugham will emerge as the number one recreation centre in the city. The stadium will also host badminton games during the National Games. Besides, major tournaments will also be hosted,’’ he said.

The new building will have 10 VIP rooms, dormitories, office rooms, drawing hall and a restaurant. The dormitories could accommodate about 100 students at a time. A total of ` 2 crore has already been invested in the project. Dasan said that the new building is being constructed with a view to promote national and state sports camps for upcoming talents. ‘’The centre will offer the most advanced facilities during the sports camps. The rooms will also be given for tourists on rent,’’ he added.

The renovation works of the stadium will be completed within a month, while the new building will be constructed within a year.

New terminal to handle only international flights

THIRUVANANTHAPURAM: Ending over 10 months of uncertainty, flight operations from the Rs.300-crore world class New International Terminal Building of Thiruvananthapuram airport will commence on March 1.

Only international flights will be allowed from the terminal that has come up near Chaka on the city side. Flights will start docking with the aerobridges of the new terminal from next Tuesday. Those proceeding from here to various destinations will have to check in at the new terminal and complete the other formalities.

Though all systems are in place at the new terminal, the Airports Authority of India (AAI) is to carry out another trial run on Wednesday at the instance of the operating airlines.

The Air India Express IX 542 flight from Muscat will arrive here at 5.40 p.m. and will be the first international flight to dock with the new terminal building. The low cost carrier's IX 539 from Thiruvananthapuram to Dubai will be the first flight to depart from the new terminal building on Wednesday at 7 p.m.

AAI sources said the efficiency of various wings like operating airlines, customs and immigration in the airport would be put to test on Wednesday to know if there were any loopholes before the terminal became fully operational.

The AAI and the other agencies will get a feel of the working of the conveyor belts, elevators, escalators, x-ray machines and other equipment, as passengers will alight and depart from the terminal for the first time.

However, there is uncertainty over the ground handling at the new terminal. Already, Air India SATS Airports Services Private Ltd (AISATS), a joint venture between Air India and Singapore Airport Terminal Services (SATS), and Bhadra International with consortium partners NOVIA, a European company, have been empanelled as ground handlers.

Earlier, the AAI had carried out two trail runs before the terminal was commissioned by Prime Minister Manmohan Singh on February 12. The first was using an empty aircraft without passengers and the second by using a domestic flight of the Air India Express that came from Chennai with passengers. “The terminal will start its genuine operations from Wednesday when passengers will check-in three hours before the flight scheduled for Dubai. Issues to be addressed will be known only then when all the wings work in tandem,'' sources said.

User development fee

The User Development Fee of Rs.575 will be levied from all embarking international passengers from March 1. This comes in the wake of the order issued by the Airport Economic Regulatory Authority Appellate Tribunal on February 9. The fee is inclusive of service tax and collection charges, according to AAI. The tribunal had reduced the fee from Rs.755 to Rs.575.

Infants, holders of diplomatic tickets, airline crew on duty, persons travelling on official duty on aircraft operated by Indian Armed Forces, transit/transfer passengers of less than six hours stay at the airport, passengers departing from the airport due to involuntary re-routing like inclement weather, passengers travelling in domestic sector on international flights from the new terminal had been exempted from the fee.

Special counters will function at the airport from March 1 to facilitate air passengers who have booked their tickets in advance and have not paid the user fee to pay the same.

The AAI had sought the assistance of passengers to implement the government decision.

NASSCOM award for Technopark firm

MobME won the award under the category, Market Facing Innovation, for its implementation of the m Governance Service Delivery Platform (mSDP) for Kerala State IT Mission, India's first m Governance project.

MobME is one of the eight companies that won this recognition from among the shortlisted 20 finalists. Sanjay Vijayakumar, co-founder and CEO, MobME, received the award from Minister for Commerce and Industry Anand Sharma at the recently concluded NASSCOM India Leadership Forum (NILF)-2011 in Delhi.

The award

The NASSCOM awards, into its 7th year now, recognise organisations that have developed pioneering products and services.

MobME and the other seven winners were selected from over 300 nominations from 190 organisations, spread across the country in four categories namely New Technology Advancement, Market Facing Innovation, Process Innovation and Start-up Category.

The panel of judges comprising industry luminaries, academicians and analysts shortlisted the finalists based on the innovation of technology, scalability of the model and the number of patents filed by the applicant company.

On receiving the award, Mr. Vijayakumar said: “The mGovernance Service Delivery Platform faced the challenge of bringing innovation in public sector.”

“This special recognition for a Technopark-incubated company is very special to us since this will act as a catalyst for our entrepreneur-promotion campaign to encourage youngsters. This award, I am sure, will set to rest apprehensions in the minds of prospective entrepreneurs,” Technopark CEO Mervin Alexander said.

MobME serves leading telecom operators in the country with a range of innovative platforms, solutions and managed services. It is also emerging as a key player in mGovernance initiatives that help in delivering government services through mobile phone, according to a press release.

NH: land acquisition to be expedited

THIRUVANANTHAPURAM: Land acquisition for developing the Karamana-Kaliyikkavila stretch of National Highway 47 will be completed under the fast-track system, Public Works Minister M. Vijayakumar has said.

He was replying to a calling attention motion of R. Selvaraj in the Assembly on Tuesday to the necessity to expedite work related to making the stretch a four-lane one.

Mr. Vijayakumar said the government had initiated steps for completing the project in a time-bound manner. A sum of Rs.100 crore would be spent this year.

Notification for acquiring land for the first phase, from Karamana to Vazhimukku, would be issued soon. Due compensation would be given to the displaced, the Minister said.

Earlier, Mr. Selvaraj said certain vested interests were trying to impede the project in the guise of local people.

New international terminal to become functional

THIRUVANANTHAPURAM: The new international terminal of the Thiruvananthapruam Airport will become operational on March 1 evening.

An Air India Express flight, flight no. IX-536, from Sharjah will arrive at the new terminal by 6 p.m. and flight no IX-539 to Dubai will leave from the new terminal by 7 p.m., Airport Director G Chandramouli told reporters here on Thursday.

Visitors will be allowed to enter the terminal building, up to the check-in areas, by issuing a ticket. The charge of the ticket will be Rs 60 per passenger.

The Airport Director also said that domestic services would continue to operate from the existing domestic terminal. In the due course, the existing international terminal will be converted as domestic terminal.

He also said that the AAI had plans to convert the existing domestic terminal into a convention centre. Certain other agencies, including the Coast Guard, have sought space in the building. A final decision on how to utilise the building will be taken only after a detailed study, he said.

ATC BEING UPGRADED

The Airport Director said that the Air Traffic Controll unit at the Thiruvananthapruam Airport is being upgraded.

"The automation of the ATC is going on and the radars attached to it are also being upgraded," Chandramouli said.

‘Express’ had recently highlighted the plight of the Thiruvananthapuram ATC after a monitor went off hours before the arrival of the aircraft carrying Prime Minister Manmohan Singh. Many of the devices at the ATC, that control the flight movement to about 200 nautical miles radius ranging from Mangalore towards the North and Colombo towards the South.

High-tech Research Park at CET soon

THIRUVANANTHAPURAM: For the first time in the State, a high-tech research park will soon come up on the campus of College of Engineering, Thiruvananthapuram (CET). Thiruvananthapuram Engineering Science and Technology Research park (TEST) will be the second research park to be set up on a college campus in the country, the first one being the Research Park at IIT, Chennai.

An amount of Rs 10 crore has already been allocated for the project by the State Government in the recent State budget. The research park will provide facilities on the campus in terms of lab and land for the industries to conduct their research activities. An ideal ecosystem will be created by which industries can leverage the expertise of the faculty and also provide employment and experience to students.

‘’The reserach park would provide ample opportunities for the students to get involved in various projects of industries. Also, the utilisation of the college labs by the industries will lead to the advancement of college labs,’’ said J Latha, Principal, CET.

As the first step of the project, a portion of the newly-constructed building on the CET campus meant for MBA course will be used for the Research Park. Later, three buildings will come up on ten acres of land on the college campus. Major companies like Accenture, HLL and Mahindra have already reached an agreement with the CET to collaborate in the project.

‘’Some of the companies from Technopark are also expected to be a part of the research park. The major thrust of the project will be on research activities,’’ said Latha.

The Research Park would provide standard infrastructure such as electrical fittings, central airconditioning, communication facilities and water supply. Other amenities would include substantial car parking space, dining space, business and conference facilities etc. Companies will be able to create their own signature style interiors and layouts to suit their needs. The industries would function in the Research Park on a rental basis. The park will also have an incubator by which start-ups would be provided space, concessional rents, technological support, financial support and mentoring.

‘’The main advantage of the Research Park is the fact that it would provide the right kind of platform for knowledge generation and sharing. The students in the middle of their semesters will be directly involved in the projects undertaken by the companies. This would ensure part-time employment and first hand experience for the students at the same time. The first phase of the project will soon begin within next five months,’’ said B Anil, Director, Centre for Engineering Research and Development.
