Japan-Taiwan joint venture wins order for 296 train cars in Taiwan

NAGOYA —
Japanese rail car manufacturer Nippon Sharyo Ltd and trading house Sumitomo Corp said that a Taiwanese train car maker they have jointly set up with local partners has won an order for 296 commuter train cars from the Taiwan Railways Administration.

Under the 44 billion yen deal, the joint venture Taiwan Rolling Stock Co, which was set up in 2002, plans to deliver the cars from 2012 through 2015, the Japanese firms said.

The low-floor train cars will run in Taipei’s suburban areas and on lines connecting between major cities in Taiwan at a speed of up to 130 kilometers per hour.

Sumitomo and Nippon Sharyo wins train sets supply deal in Taiwan

Monday, 10 Jan 2011 Japanese suppliers Sumitomo Corporation and Nippon Sharyo confirmed on January 6th 2011 that they had signed a TWD 10.6 billion contract to supply Taiwan Railway Administration with 17 inter city tilting train sets (136 rail cars) capable of operation at 150 kilometers per hour.

Under the deal agreed on December 31st 2010, the eight car EMUs are due to be delivered in 2012-14 for use on Taroko Express services between Taipei and Hualien on TRA's 1.067 mm gauge east coast route. The aluminium bodied trains will feature wheelchair access, luggage and bicycle spaces and onboard vending machines.

The east coast line was electrified at 25 kV 60 Hz in 2003, and TRA introduced its first tilting trains in April 2007, helping to shorten journey times and making rail more competitive with the island's improved roads.

TRA acquired an initial build of six 8 car tilting train sets from Marubeni and Hitachi to launch the Taroko Express services. The railway had planned to exercise an option for a further 48 vehicles in 2009, but called new tenders after it failed to agree terms with the suppliers because of changing exchange rates. Three rounds of bidding were held in the new competition, but most bidders were reportedly unable to meet TRA's requirements in terms of price and delivery schedule.

2015年將通車 南港三鐵站「漲太兇」
每坪飆至51萬 無複合商圈 不被看好

【張舒婷╱台北報導】高鐵通車已4年,沿線站區土地招商動作加快,預計2015年1月通車的台北南港站,今年8月B0T案將交給潤泰集團,會引進時尚和運動品牌outlet及大型餐廳。看好南港後市,台肥、國揚等建商積極攻城掠地,今年初房價炒到每坪逾50萬元,但業者認為,目前南港只有展覽館,沒有複合式商圈吸引人潮,學者也直言:「漲太兇。」

負責南港站招商業務的台鐵局企劃處處長高明鋆說,南港站BOT由潤泰集團負責,目前規劃高鐵南港站B1、B2主體大樓,1樓為車站廣場、超商,2樓是時尚品牌outlet,3樓是運動品牌、餐廳;C1是停車場,A2則為旅館。
經建會表示,在南港三鐵共購案、南軟科學園區、南港展覽館等利多加持,南港發展將是「信義計劃區的延伸」;高鐵局規劃2015年1月南港站正式通車。
豪宅每坪破百萬

永慶房屋調查指出,今年1月南港平均房價每坪上升至51.6萬元,3、4月雖因奢侈稅效應跌至47萬元,但豪宅身價持續上漲。「南港大地主」台肥「無雙」案最新成交價已飆破每坪百萬,華固建設「天匯」在奢侈稅喊出後,成交狀況穩定,據了解,上周又賣出1戶,成交價每坪已達110萬元。
高鐵整體規劃亂

台灣房屋研究中心執行長邱太煊表示,信義區複合式商城吸引人潮,但南港就算日後取代世貿成為展覽會場重地,商機也比不上信義商圈。政大地政系教授張金鶚也批評,南港在投資客和建商的炒作下,房價已漲過頭。
至於高鐵五大站區土地,去年標價紛創新高,預定5月底公告招商的桃園站最夯,國際醫療城已吸引新加坡、日本等外資企業關注。但《住展》企研室批評,政府的高鐵規劃「想到什麼就做什麼」,舉例來說,桃園特區原定位為國際商務中心,卻突然改為醫療專區;加上新竹也要發展生醫園區,有可能「資源重疊」。
不應「重北輕南」

高鐵局官員解釋,國際醫療園區的新定位不和複合式商城衝突,反而相輔相成。張金鶚說,高鐵興建後北部房價急漲,中南部不動如山。政府應擺脫「重北輕南」思維,注意資源平均分配、強化中南部產業規劃,才能讓各站區順利招商。

Great to see that renovations are finally taking place throughout the station. I am sure Breeze will do a good job as a management company for mall retail, hopefully bringing in some higher-end stores to the newly renovated station

MRT Airport Line flies high in Hsinchu County

Amid high winds and occasional rain caused by Typhoon Muifa passing to the east of Taiwan, the Bureau of High Speed Rail (BHSR) held a ceremony yesterday to celebrate the completion of the elevated section of a new metro line that will connect Taipei with Taiwan Taoyuan International Airport.

Construction of the 51km-long MRT Airport Line’s main structure has been finished, BHSR officials announced. Now the project enters a new stage in which the installation of electronic systems will take place.

Barring any glitches, the long-anticipated metro system will be able to start commercial services by June 2013.

The MRT Airport Line, one of the government’s 10 Major National Construction Projects, starts from Taiwan Taoyuan International Airport Terminal 2, extends eastward to Terminal 1, and passes through townships in Taoyuan County and districts of New Taipei City (新北市), including Linkou (林口), Gueishan (龜山), Sinjhuang (新莊), Taishan (泰山) and Sanchong (三重), before entering Taipei City.

The line also reaches southward through Taoyuan’s high-speed rail station to Jhongli City (中壢).

It consists of 22 stations, of which 15 are elevated and seven are underground, with two maintenance depots. The elevated section stretches for 40km.

The Airport Line connects key transport hubs in northern Taiwan, including the Taipei Main Station, Taoyuan High-Speed Railway Station and the airport, as well as Taipei City’s metro network.

The NT$113.85 billion (US$3.9 billion) project brings together international air and domestic traffic services, BHSR said.

BHSR officials added that one of the project’s unique features is the elevated section crossing National Highway No. 1, which sports v-shaped bridge piers. The bridge, spanning 279m, enables a broad visual field for drivers on the highway, officials said, calling the flyover a landmark structure.

Taiwan Council of Economic Planning and Development have passed Taoyuan MRT green line today. Green line is going to build in the future, however there are still a lot of process need to go through before construction commence.


For example,

Busdget Plan (espeically where is money come from)
Detail design
Construction Planning

It will take another 3-4 years I believe.


However, I really don't like the route. Our government is stupid.

航空城捷運線(綠線)可行性研究,8日終獲經建會審議通過,由於桃園、中壢火車站近年旅客數高居全國第二、第三,未來站體確定將與捷運共構,民眾更期待兩地車站重建後能改善不足,帶動商圈繁榮。

根據交通部統計,桃園和中壢火車站最近10年乘車人數暴增,桃園站每日平均2萬8000多人次,中壢站只略少一點,都以通勤台北的人口居多。

因為使用率高,桃園站沒有後站、中壢站沒有對號車停靠,都引起大批民眾詬病,桃園站甚至到今年7月,才完成地下道附掛式升降設施供身障人士使用,而且一次限乘載1人,從第一月台到第二月台要花上10分鐘,因此必須提前半小時到站。

中壢火車站因周邊大學多,通勤學生眾多。

兩座車站周邊及地下道髒亂、攤販擋道、遊民問題,時常遭投訴,交通尖峰時塞車更是令人厭煩,停車也不便利。

台鐵規畫兩座車站未來至少是「地上五層跑鐵路、地下五層走捷運」,兩站都將無前後站之分,無障礙空間、穿堂、商場等應有盡有。

縣府因應站體共構,正規畫兩站周邊都市更新,桃園站約54公頃,中壢站128公頃。縣府考慮比照板橋火車站,評估採興建商業大樓聯合開發,桃園站(Taoyuan Train Station)將是30 層、42層/stories的雙塔大樓,轉型成通勤商務、商場百貨商業中心;中壢站(Chungli Train Station)將興建35層及50層/stories兩棟大樓,成為南桃園商場百貨、飲食服務的中心商業區,但還未定案。

由於兩地鐵路高架化以及捷運藍、綠線兩大工程,未必同時完工,共構站體的細部規畫仍在討論階段,立委楊麗環認為,只要確定綠線要做,台鐵和縣府等單位應該盡快協調,「一次完成施工最好」。

楊麗環指出,藍線捷運預計102年與中壢火車站連接,綠線可能在109 年接桃園站,如果屆時不能「一次到位」,興建捷運臨時車站可能形成浪費。

The site of Taipei Railway Workshop will be cleared in June 2012. The site will be redeveloped, and HSR can be connected to Nankang Station.
Taipei Railway Workshop is located next to Living Mall(京華城) and Taipei Dome.

台鐵台北機廠 1年搬遷完成

(中央社記者汪淑芬台北22日電)台灣鐵路管理局位在台北松山區的台北機廠,是台鐵核心維修廠,因配合台北車站南隧道10月交付高鐵,6月底開始搬遷;台鐵今天表示,明年6月底搬完,桃園富岡基地明年7月啟用。

台鐵表示,台鐵台北到南港已地下化,而高鐵台北站往北到南港間,因會與台鐵台北機廠運送維修火車的軌道發生交會,為解決過軌問題,高鐵南港站還無法興建,決定將台北晶華城對面、超過70年歷史的台北機廠搬到桃園,並透過都更,將台北機廠用地做更有效利用。

台鐵今天在記者會說明台北機廠搬遷進度,今年6月底已啟動搬遷計畫,10月底就可將與高鐵發生交會的軌道段淨空,明年6月底可以全部完成搬遷作業。

台鐵表示,台北機廠主要提供台鐵電聯車及各式機車頭三、四級大型維修保養,也是台鐵最重要的維修基地;以後搬到桃園富岡基地後,還會陸續納入北區零件供應廠及未來要北遷的新竹機務段,富岡基地預定民國102年底全部完工,將比台北機廠更現代化,也更具規模。

捷運環狀線電聯車系統(文圖/陳昭延 英譯/沈淑華)


捷運環狀線為臺北捷運路網繼文湖線之後第二條全自動無人駕駛之中運量捷運系統,但不同於文湖線所使用之膠輪系統車輛,環狀線為國內首條採用傳統鋼輪鋼軌型式車輛設計之中運量捷運系統。環狀線全路網規劃分三階段施工,目前已施工中之第一階段路線全長15.4公里,共設置14座車站及1座機廠,並採購17列電聯車,每列車4節車廂,總計68節車廂,由義大利知名軌道車輛廠商安薩爾多百瑞達公司(AnsaldoBreda)生產製造。

環狀線電聯車採用新穎流線之造型設計(圖1),車頭傾斜20度以呈現流線美感,同時加大車窗面積以擴大乘客視野,展現亮麗開闊之視覺效果,未來車廂內外顏色將配合全線公共藝術色彩計畫作整體之設計,以打造時尚美觀之都會捷運系統。車廂內部具備寬敞舒適之乘車空間及人性化之內裝設施(圖2),座椅採縱向配置以保持車廂通道最大淨空供乘客站立及通行,其通道寬度至少1.1m寬,每節車廂設置約25個座位,並備有輪椅區及博愛座供行動不便乘客使用,同時於車門走道、車輛前後端及天花板等區域佈設多樣化扶手供站立乘客使用。此外,車內規劃有專用行李儲放區以供旅客放置大件隨身行李,而每組車門上方皆設有「LED旅客資訊顯示器(每車6具)」以播放列車到站資訊,且於車門旁設有緊急對講機可供乘客於緊急狀況時與行控中心連繫尋求協助,另於車廂天花板安裝有CCTV閉路電視攝影機及火警偵煙器以提升乘車及營運安全性,藉由以上各項人性化車廂設施,將可提供旅客安全、舒適、溫馨之乘車環境。

列車車廂為可連通式設計,類似高運量列車於各節車廂間設有車間走道連通,方便乘客於車廂間移動及通行。列車採4車固定編組方式營運(圖3),不論尖、離峰時段均維持相同編組,車輛尺寸(長x寬x高)約為17m x 2.65m x 3.6m,列車總長約68m,每列車載客量約650人,最小發車班距90秒,系統每小時單方向運量最高可達26,000人次。

本路線列車採用無人駕駛方式操作,透過應用「無線通訊式列車控制(CBTC)」技術之自動列車控制(ATC)號誌系統及行控中心之監控達成列車之全自動化操作,列車號誌系統具有「自動列車操作(ATO)」、「自動列車保護(ATP)」,以及「自動列車監督(ATS)」之功能。

除使用先進之CBTC號誌技術以實現無人化操作外,環狀線車輛本身亦擁有現代捷運電聯車所具備之典型設計理念及技術,例如,車體結構採用輕量化鋁合金材質及FRP複合材料(車頭部分)以減輕車重及節能、推進馬達使用具變頻變壓(VVVF)控制技術之AC交流感應馬達、煞車系統具備再生式電力煞車功能、空調系統採用環保冷媒並可維持舒適之車廂溫度環境、車門系統採電力驅動具備簡單可靠之特色,列車管理系統具備網路化控制及故障監控功能,車廂照明系統使用新式T5型省電燈管,車輪具有內建減振環之減振式車輪可降低列車行駛振動及噪音,轉向架次懸吊系統採用空氣彈簧可維持車廂地板與月台等高以利乘客上下車,車頭裝設障礙物偵測器可偵測軌道異物以確保行車安全等。環狀線電聯車主要規格詳如下表所示:

ahh, so the system used for the circular line has started construction, and will use a medium capacity steel wheel system. Actually looks more like a high capacity system with continuous linking between cars, 6 entrances to each car, and 650 people capacity per train. Dare I say this will be the best looking train set in Taiwan While I see the advantages of keeping trains below ground, the occasional sleek above ground system makes a stunning showpiece, and this system will definitely accomplish that much better than the brown line
