The Couture apartment high-rise and Northwestern Mutual’s bid to buy the O’Donnell Park parking structure will be reviewed Wednesday night by a local lakefront development commission.

The Lakefront Development Advisory Commission comprises city and county officials and private citizens and was created to recommend whether local governments should approve projects.

The Couture, which would replace the Downtown Transit Center, and Northwestern Mutual’s plan for O’Donnell Park are the two largest projects pending for the downtown lakefront.

Developer Rick Barrett's proposed Couture high-rise gained an endorsement from a city and county advisory commission, but the threat of a lawsuit still looms over the lakefront development.

Also this week, a Milwaukee shopping center anchored by Kohl's and Pick 'n Save sold this month.

For the $122 million Couture, the endorsement Thursday by the Lakefront Development Advisory Commission, or LDAC, is a step forward. However, Preserve Our Parks continues to argue state law would prevent the development, offering a new legal opinion to support its position on Thursday.

The LDAC group, on an 8-3 vote, recommended local governments approve the Couture development, partially because of the public spaces and new pedestrian bridges proposed for the building's lower levels.

a change in the proposed milwaukee street car route now has the couture development sitting along the main starter line route instead of off on a spur. it doesn't mean all that much by itself, but placing this development at the center of the route is another small positive sign for this project.

I'm pretty sure this will still be a spur off the main line.

At least it does look much more like the thing will actually get built. So long as they win the Common Council vote in the next meeting, I think they are go. But Donovan is going to really fight it and if he wins the mayoral election he'll definitely kill it. Time is of the essence.

^ i was under the impression that the new streetcar route was going to head straight down clybourn to the lakefront, which would lead it right tot the exact location of the couture.

as a non-resident of the city, it's entirely possible that i have things mixed-up.

This is a map of the streetcar route with the extension added. They also are revising the rest of the route slightly to avoid utilities, just a block here and there. That map isn't ready yet.


Now if you haven't had a chance to follow what's been happening most recently, Barrett has come out with a plan to finance the whole thing with TIF's so that construction will be able to start in about a year, but he has to get it through the Common Council and there is some opposition, mainly from Bob Donovan, who is running against him in the next election. That takes place in 2016, so there is time to get it started. If Donovan wins he will undoubtedly try to kill it, but if there is enough progress by then it should be too late.

Barrett Visionary Development, led by Rick Barrett, would demolish the underused transit building and build the $122 million Couture. The development would feature 302 high-end apartments, with an average monthly rent of $2,300; about 50,000 square feet of restaurant and retail space; and a 570-space parking structure with 147 public parking spaces.

The 44-story Couture would be one of downtown's tallest buildings.

Nice. Good news for Cream City.

Is the lawsuit they are threatening a similar premise to the BS Friends of the Parking Lots lawsuit filed against the Lucas Museum here in Chicago?

^ the specifics are obviously different, but yes, the general gist of their complaint is similar: they don't want publicly-owned land along the lakefront used for a private development.

The city would spend $17.5 million on public improvements tied to the proposed Couture apartment tower under a proposal recommended for approval Tuesday afternoon by the Common Council's Zoning, Neighborhoods and Development Committee.

The committee voted 4-1 (Ald. Jim Bohl was the "no" vote) on approving the tax incremental financing proposal, which would mainly be used to help pay for a downtown streetcar project proposed by Mayor Tom Barrett. My co-worker Crocker Stephenson, who covers City Hall, will have a lot more later on that topic.

The financing proposal for the streetcar, Couture and other projects will need full council approval. Ald. Tony Zielinski said he plans to introduce an amendment at that full council meeting to separate the Couture financing from the street car plan.

The city would pay for the Couture's transportation concourse, a park on top of its parking structure, a street-level outdoor plaza and public walkways.

Milwaukee County on Tuesday petitioned the Wisconsin Supreme Court for legal approval to sell the Downtown Transit Center for the Couture apartment high-rise development.

The lawsuit, filed by the county and city of Milwaukee, is intended to remove a major remaining challenge to the transit center sale. The filing targets Preserve Our Parks, which for years opposed the property sale. The nonprofit organization says portions of the Downtown Transit Center at 909 E. Michigan St. formerly were part of Lake Michigan and are reserved for public uses under the Wisconsin constitution's Public Trust Doctrine.

"On this significant question of statewide concern, the Wisconsin Supreme Court should make the final decision, and the County's suit takes the issue there directly," said county executive Chris Abele. "Assuming Preserve Our Parks' interest is deciding the question – and not merely delay – we assume they will join in asking the Supreme Court to hear the matter now."

there's more buzz about the streetcar than the building itself.

sure seems like a ton of new development hinges on the streetcar getting the green light. so to speak.

Hanging in the balance is the $122 million, 44-story Couture development, which will have 302 apartments in a tower atop a base with significant retail space and a public concourse that will include a streetcar station.

The local governments sued Preserve Our Parks Inc., which argues Milwaukee County cannot sell the Downtown Transit Center to developer Rick Barrett for the Couture development. Preserve Our Parks has threatened to sue the county if it tries the sell the land, which has prevented the deal from moving forward.

Judge clears way for county land sale for Couture high-rise

Milwaukee County Circuit Judge Christopher Foley ruled a 2014 state law that established a Lake Michigan lake bed boundary east of the transit center is valid.

The ruling clears title to the 2.2-acre Downtown Transit Center, at 909 E. Michigan St., so the county can sell it for redevelopment. The transit center would be demolished and replaced with a 44-story tower, under the plan.

Preserve Our Parks had claimed that most of the transit center was built atop filled lake bed so it is protected from private development by the state constitution's public trust doctrine. The doctrine declares navigable waters and the beds of navigable waters be held in trust for the use and enjoyment of the public.

The County Board in December agreed to sell the property to Couture developer Rick Barrett. But no title insurance company was willing to issue title insurance as long as the property's status under the doctrine remained uncertain, officials said...
