If I am not mistaken WPD is having problems hiring cadets to the amount they can under the collective agreement with the Police Association. Not sure what the current level is but back in the spring of 2015 according to a Free Press article the union allowed 200 cadets to be hired but WPD was able to only hire 40.

Currently they start off at $16.24 per hour and go to $17.49 after 2080 hours of service (about 1 year). You don't get rich being a cadet.

^ I would say about 100% of cadets, are cadets in order to become cops. It could be a volunteer thing and they would still sign up, using it as a stepping stone towards their ultimate goal.

That is true Drew, the same experience thing also applies to those that work for the various Biz patrols.

The whole idea behind the cadets was to save money so that you can send cadets to minor things like lights being out but I don’t think they actually cut any of the police workforce so it didn’t really make a difference

On the construction front, would anybody know what’s happening with the bollards around the police station or we just going to have temporary barrier’s forever?

There's a lot of weird pay discrepancies within the City. Some jobs seem to be fairly underpaid, and some are very overpaid. Lifeguards start at $18.42 an hour (everyone is part time temporary, at least). Office cleaners for City Hall and police stations are $16.02 an hour. $16.24 is basically paying peanuts for what is a reasonably tough job. How many cadets actually end up as police officers?

I believe the bollards are included as part of the Walk/Bike project for Donald St. That is supposed to start construction this spring/summer.

I have heard that part of the problem with police recruitment on a broader scale than just Winnipeg is a common pass/fail question is if you have ever used illegal drugs including pot. The prime demographic of police recruits is much more likely to answer "yes" to that question, especially on pot, that previous groups. Combine with how policing has moved towards more wanting candidates with university degrees compared to the older path of being an alternative career to post-secondary education. As the cadets are basically a holding place for future police officers it isn't surprising they are having similar issues with recruiting members.

Either way, that point will be moot in about 6 or 7 months.

I vaguely recall seeing something about it in a city tender document in late 2017 or early 2018. I can't recall though if the tender was for design or construction though.

I can't see construction though being started though before June if the city wants to keep full lanes of traffic open on Smith in case the Jets go to the Stanley Cup.

They are currently doing that with a clause in the tender out for ramp repairs for the library parking tying the start date to after the last Jets game played for 2017 Stanley Cup.

Those fancy shmancy bollards are in the City's Bid Opportunity 6-2018. Based on the specs, it will be completed in Phase 2 of that project in summer of 2019. So precast concrete barriers for one more year.

Tender just closed on April 4/18 and is not show as awarded to a contractor.

As for design at the police station this is what is spec'd.

Bollards supplied and installed shall meet the requirements of the US State Department and US Defense Department K12 rating (or ASTM F2656/F2656M M50/P1) rating (or better). Permanent stainless steel covers shall also be supplied for installation over the bollards and shall conform to AISI Type 316 stainless steel with a minimum thickness of 3.5mm.

The bollards at the police station require a continuous underground concrete structure also. Those bollards will cost millions. JC Paving gave the low bid. I would be a little surprised if the city awarded it to someone else.
