RENNES | Féval | 21 floors (~84 m = ~275 ft)

Quickly introducing the place to those not familiar with it, Rennes is the capital city of Brittany, a region of northwestern France.

2009 census population:
  • 206,604 city proper
  • 663,214 metro area

They're planning a new business district called EuroRennes around the station which a railway being turned into HSR comes to.
So this proposed should sit in that district, it's planned to be completed in 2017.

Designed by Louis Paillard, Philippe Gazeau and Jacques Ferrier, it's mainly some office space but it seems there's also a bit of retail in there.

It's pretty funky but I like it. I think it works.

It looks like they tried hard to be original, but if the materials put on it look good as the renderings suggest it, then I'd simply say - excellent!
It all depends on materials I guess. They managed to keep the volume okay in spite of the small height, good point of it.

Below suggests an alternative cladding for the lower block.

In my world, there would've been three towers, each one with it's own facade treatment.
I'm really trying to like it, but the above observation somehow keeps that from happening.

If any of my Long Island colleagues can relate, this looks like a triple-tiered version of the Stony Brook University Life Sciences building wrapped in tin foil by three different people.

As a frame of reference, I was trying to find a public domain image to post; but I can't. Wikipedia is your friend, though.
