Is it possible that the construction of ICC is so slow because of the construction of the rest of the buildings in this complex?

Looking great. Not to harp on the subject, but I only count 39 or 40 floors in those photos. Granted, it's hard to tell from where I am in New York, but what's the actual floor count?

Here are some that are about a week old that I took when I went to the Pearl of the Orient (Hong Kong). These buildings are going up in a fairly isolated/deserted area of Kowloon.
