Worked in Seoul a few years back. Remember this starting as a stump and then getting higher and higher. Seoul used to have a moratorium on super-talls (because it could serve as focusing points for North Korean fire), but those seem to be relaxed or maybe even completely repealed in the last decade or so.

Construction Continues on Crown of Korea's Tallest Tower
