Anecdotally, it seems graffiti is on the rise but, you're right, there isn't much compared to other cities around the world, especially the West. There may be some sort of sociological explanation but I wouldn't know anything about that.

In terms of the war, well, it's been 40 years since a bomb fell on VN, so they've had time to fill them in. ;-) And most of the bombs were dropped in rural parts of the country. Holes notwithstanding, people are still feeling the effects of the war in terms of Agent Orange, etc.
