林同棪工程公司獲桃機第三航廈總顧問合約 2013/03/04 16:34:16(中央社2013年3月4日電)根據美國商業資訊報導,林同棪工程顧問股份有限公司(T.Y. Lin International Taiwan, TYLI)宣布,該公司與NACO Netherlands Airport Consultants和Parsons Brinckerhoff的合資企業贏得為臺灣桃園國際機場(TTIA)新建第三航廈提供總顧問技術服務的合約。

該專案總投資467億新臺幣(15.8億美元),計畫於2018年完工,包括新航廈主體建築、大廳和裙樓,以及輔助道路、地面服務和營運設施、滑行道系統和新旅客通道的開發。此外,還包括新航廈與現有第二航廈的連接工程。

這兩座航廈之間的4.8公頃(11英畝)土地將被開發成一處多功能設施,包括機場的地面交通中心、停車場以及商用不動產專案,其中設有娛樂、購物和會議中心。第二和第三航廈都將設有與地區輕軌捷運系統相連的月臺。

桃園機場估計將從目前每年2500萬人次和177萬噸貨物輸送量擴充至2030年的5980萬人次和448萬噸貨物輸送量,因此這一新航廈極為重要。第三航廈地區的規劃還將幫助實現臺灣環繞桃園機場發展桃園地區的願景,即「桃園航空城專案」。透過新建商業、企業和住宅專案,該地區必將取得巨大的成長和經濟發展。

T.Y. Lin International Taiwan Awarded General Consultancy for New Terminal 3 at Taiwan Taoyuan International Airport




SAN FRANCISCO--(BUSINESS WIRE)--T.Y. Lin International Taiwan (TYLI), in a joint venture with NACO Netherlands Airport Consultants and Parsons Brinckerhoff, announced today that it has been awarded the Technical Service of the General Consultancy for the Taiwan Taoyuan International Airport’s (TTIA) new Terminal 3 area. The joint venture will be responsible for providing planning, tender preparation, design review and professional construction management services for TTIA’s new world-class terminal.

The NT$46.7 billion (US$1.58 billion) project, which is scheduled for completion in 2018, calls for the development of the new terminal building, concourse and aprons, as well as service roads, ground service and operations facilities, taxiway system, and new passenger access roads. It also includes connecting the new terminal with the existing Terminal 2. The 4.8 hectare (11 acre) area between the two terminals will be developed as a multifunctional facility that will accommodate the airport’s ground transportation center, parking facilities and commercial real estate, with entertainment, shopping, and conference centers. Terminal 2 and 3 will both have stations served by the regional light rail system.

The new terminal will be critical as the airport expands from its current 25 million passengers and 1.77 million tons of cargo each year to an estimated 59.8 million travelers and 4.48 million tons of cargo annually by 2030. The plan for the Terminal 3 area will also help facilitate Taiwan’s vision for the development of the Taoyuan region surrounding TTIA, which has been called the “Taoyuan Aerotropolis Project.” The region is slated for immense growth and economic development through new commercial, industrial and residential construction.

MOTC to investigate airport MRT delays

TAIPEI, Taiwan -- The Ministry of Transportation and Communications (MOTC) will launch a head-to-toe investigation into the problem-plagued Taoyuan airport MRT project, Minister Yeh Kuang-shih (葉匡時) said yesterday.



Yeh said that the MOTC will turn in all documents and other evidence to prosecutors and investigators after the ministry completes its review.

“The MOTC will not tolerate or cover up any illegal behavior by the MRT project's contractor,” said Yeh.

Bureau of High Speed Rail (BHSR) Director-General Chu Shu (朱旭) tendered his resignation on Wednesday over delays to the opening of the MRT line to Taiwan Taoyuan International Airport. Originally scheduled for October this year, the line's opening was pushed back further on Wednesday to the end of 2015.

Lawmakers across party lines yesterday reprimanded Yeh for the fourth adjustment of the airport MRT opening date, and demanded he consider resigning from his position to take responsibility for the delay.

“As the head of the MOTC,” Yeh said, “I am definitely responsible for the MRT opening delays.” He also expressed appreciation for Chu's hard work.

According to Yeh, Chu orally informed him of his plan to resign about two weeks ago. On Wednesday night Chu officially tendered his resignation, which Yeh accepted.

“As long as the contractor can have all the construction done by the end of 2014,” Yeh said, “the MOTC is confident all the inspections and tests can be completed within a year, so I am very positive the airport MRT line can begin operation by the end of 2015.”

Yeh also said that the MOTC is reviewing the bidding and supervising procedures of public construction projects to ensure better outcomes in the future.

The Taoyuan airport MRT, construction on which started in 2006, is a rapid transit system that will link Taipei and Taiwan Taoyuan International Airport. After work on the initial stage is completed, further links will be made to connect with a Taoyuan City MRT stop and with the Taoyuan High Speed Rail station.

Premier Demands Ministers Supervise Public Construction

Premier Jiang Yi-huah (江宜樺) yesterday requested all ministers form a group to supervise all major public construction projects they are in charge of to avoid any delays.

Jiang said that the opening delay of the airport MRT line, one of the country's biggest public construction projects, will lie in the way of the nation's economic development and damage people's trust in the government.

All ministers should pay more attention to major public construction projects that the ministry is currently responsible for, Jiang said, adding that such efforts will help speed up the progress of construction and stimulate economic growth.

Boeing says production of the 787 remains on track to achieve a rate of 10 per month by year-end, having reached seven a month in early May with the roll-out of the 114th aircraft.

The company, which decided not to interrupt production during the battery crisis which has grounded the 787 for most of this year, is building the aircraft on two lines at Everett, Wash, and the dedicated 787 production site at North Charleston, S.C. The bulk of 787s are rolling off the original final assembly line at Building 40-26 in Everett, while the balance is split between North Charleston and the temporary surge line in Building 40-24.

This area, formerly used for 767 production, also will house assembly of the first 787-9, starting early next month.

Boeing reaches the production milestone as 787 operators continue to schedule a return to service for aircraft that have been grounded since mid-January, following battery failures on aircraft operated by All Nippon Airways (ANA) and Japan Airlines. United Airlines expects to start flying its Boeing 787s again on May 20 on the Houston George Bush Intercontinental-Chicago O’Hare International route. International flights will begin on June 20 with a flight from Denver International Airport to Tokyo Narita International Airport.

ANA will resume services with its 17-strong 787 fleet from June 1, following the successful completion of test flights and safety checks of the modified battery system. The airline says the 787 also will be introduced on additional international routes later this summer including Tokyo Narita to Beijing Capital International Airport, and from Shanghai Pudong International Airport and Haneda Airport to Taipei Taoyuan International Airport. The increase will bring the number of overseas destinations served by ANA’s 787s to five. The aircraft will be introduced on flights between Haneda and Akita Airport on June 1, and flights between Haneda and Toyama Airport on June 15. ANA adds that due to summertime demand, it also will operate additional 787 flights from July, principally on Okinawa routes.

JAL, which has seven 787s, also is expected to resume flights on June 1, while Ethiopian Airlines became the first carrier to operate the widebody on a commercial service since the grounding when it flew the aircraft between Bole International Airport in Addis Ababa and Jomo Kenyatta International Airport in Nairobi, Kenya on April 27. Polish flag carrier LOT is scheduled to return its aircraft to service on June 5, with a flight from Warsaw Chopin Airport to Chicago O’Hare, while Qatar Airways resumed 787 services with a flight from Doha International Airport to Dubai International Airport on May 2.

Regard to News, ANA's 787 will open new internatioal destinations in later summer. Taoyuan International Airport is one of them.

I don't have evident to prove the information in that news is wrong, however I am going to keep a open mind for it. One there will be many 787 occure at Taoyuan International Airport.

The news is definitely wrong regarding the fact that it said "Haneda" to Taoyuan however currently there are no plans for the route at all. (How could a route start within 4 days without anyone knowing it?) There are only routes between Haneda/Sungshan and Narita/Taoyuan. Also, the Beijing Narita route was mentioned along with the Haneda Taoyuan route. In the official ANA report, the 4 international routes that will have 787 from June 1 are Haneda-Frankfurt/Beijing/Sungshan and Narita-Beijing/Shanghai(Pudong), therefore it's most likely that the 787 will be introduced in Haneda-Sungshan along with the Narita-Beijing route

桃園機場第三航廈 年底完成期末報告

我發展亞太空運轉中心極重要的桃園機場第三航廈規劃興建案,總顧問將於今年底完成期末報告,未來設計將以使用者功能為主,尤其現在航空聯盟興起,我華航、長榮分別加入不同聯盟,考量同聯盟航空公司一起作業,同聯盟的業者將會分在同一區域中。

桃園機場公司表示,未來第三航廈加上衛星登機廊廳,是台灣繼十大建設後,國內單一量體最大的建築,一年可提供4,300萬旅客的服務量,加上已完成整建的一期航廈與二期航廈,一年共可服務7,500萬人次。

據機場公司初步規劃,第三航廈預定明(2014)年正式動工,2018年完工啟用,為配合第三航廈的興建,機場的陸側(如地面交通接駁、交通動線)、空側(如滑行道等)都會進行整體規劃,且未來三座航廈將予連通。

第三航廈基地面積約8公頃,加上停車場、停機坪共約18公頃,整體開發範圍包括第三航廈、主廊廳及停機坪(含遠端登機廊廳介面);第一、二、三航廈間旅客運輸系統;多功能大樓;以及新WC滑行道建設及雙向化工程等項目。

過去原規劃第三航廈旁要設立一棟商業大樓,後來決定併入航廈中,如此不僅可使航廈的空間看起來更寬敞,也方便旅客購物消費,且為吸引及便利轉機旅客,第三航廈設計重點也將以轉機旅客的需求為主。

桃園機場公司總經理林鵬良說,現在桃園機場一年服務旅客量近2,800萬人次,隨著航線與航空公司增多,興建第三航廈有其急迫性。由於第三航廈的量體大、工程也相當浩大,未來完工後,桃機公司將具有機場管理等技術輸出能力,可提供國外機場相關服務。

There are some amendments on design specifications:
The commercial complex will move into terminal, instead of building independent building next to terminal. The terminal itself will cover aross 8 hectares, the entire development will be 18 hectares include all developmen need for expansion (taxiway, corridor expansion...etc).

TAIPEI -- Taiwan Taoyuan International Airport looks set to hit a record 30 million passengers by the end of the year, the country's largest international airport said Friday.




In the year through Nov. 30, Taoyuan Airport has seen over 28 million passengers pass through its gates, breaking the 27.83 million record set last year and putting it well on the way of hitting a new benchmark.

The Taiwan Taoyuan International Airport Corp. is planning a celebration to mark the moment that the 30 millionth passenger walks through.

Noting that the number of passengers through November grew 10.3 percent from last year, the company said growth has been spurred by an increasing number of flights between Taiwan and neighboring locations.

There has been one inaugural flight on new routes nearly every month, the company said, listing off the destinations: Urumqi, Zhangjiajie, Hohhot, Hailar, Lijiang and Xining in China; and Takamatsu, Okayama, Asahikawa and Ishigaki in Japan.

In addition to passengers taking off from and landing at Taoyuan Airport, the gateway saw 1.89 million transit passengers in the first 11 months of the year, an increase of 11.38 percent.

Company vice president Wen Yung-sung said the transit passengers were mostly travelers moving between the United States and Southeast Asia.

Taoyuan airport to see new carriers, routes

TAIPEI--Taiwan Taoyuan International Airport expects the number of carriers operating there to rise further in 2014, after welcoming several newcomers to the country's main air hub this year.




Three carriers launched their first service to the airport this year. Hawaiian Airlines opened the Taoyuan-Honululu route in July, and China's Juneyao Airlines and Spring Airlines both began offering flights to and from Shanghai Pudong on Dec. 1.

Japan's Vanilla Air is set to become the latest air carrier to launch flights at the airport, as it will offer service between Taoyuan and Tokyo Narita later this month, airport spokesman Wen Yung-sung said Saturday.

In recent years, Taoyuan International Airport has posted rapid growth in passenger numbers, thanks to the introduction of regular flights between Taiwan and China, as well as Taiwan's open-air agreement with Japan, and the entry of low-cost carriers.

During the first 11 months of this year, the airport recorded 10.3 percent year-on-year growth in passenger numbers and expects the full-year figure to top 30 million after the record high of 27.83 million in 2012.

Looking ahead to next year, Wen said British Airways and Qatar Airways have expressed interests in operating services to Taoyuan, in addition to Middle Eastern carrier Emirates, which recently announced its plan to begin services from Dubai.

In August, Emirates, which currently only operates cargo flights to Taoyuan, announced the launch of six weekly passenger flights between Dubai and Taoyuan from Feb. 10.

British Airways is no stranger to the Taiwan market, as it operated between Taoyuan and London Heathrow via Hong Kong, under the brand of British Asia Airways, from 1993 to early 2002.

But for Qatar Airways, new services will not be possible until Taiwan and the Arab state sign an air transport agreement, according to the Civil Aeronautics Administration.

Taoyuan airport terminal to handle A380 jets next year

Taipei, Aug. 10 (CNA) Taiwan Taoyuan International Airport will renovate two boarding gates in a bid to accommodate A380 superjumbo jets next year, Taoyuan Airport Corp. President Fei Hourng-jiun said Sunday.

Fei noted that the two boarding gates in Terminal Two will be upgraded for the double-decker aircraft, along with the installation of new double-decker air bridges, which is expected to be completed by March 2015.

The two upgraded boarding gates can also be used by general-sized aircrafts, he added.

Also, an overhaul of the south runway, which began in February this year, will be completed by the end of 2014 to handle the double-decker A380, with several foreign air carriers already expressing interest in flying the 525-seat passenger jet to Taiwan, Fei said.

Among foreign carriers operating in Taiwan, Singapore Airlines, Emirates Airlines, Korean Air, Asiana Airlines and China Southern Airlines now offer A380 service.

Dubai-based Emirates Airlines, which has the largest A380 fleet in the world, said earlier this year at the launch of its flight service to Taiwan that the company will consider flying the A380 on its Taiwan route after the south runway overhaul at Taoyuan International Airport is completed.

Also, Seoul-based Korean Air hopes to become the first airline to use the new double-decker boarding gates for its A380 aircraft at Taoyuan International Airport, according to airline sources.

Taoyuan airport traffic grows 13 percent

TAIPEI, Taiwan -- Taiwan Taoyuan International Airport accumulated visitor traffic of 16.689 million travelers in the first six months of 2014, growing 13.1 percent from the same period last year, the highest among all airports in Asia.




Authorities estimate the visitor traffic will reach 34 million for the whole year. The rise of budget air travel, as well as the economic recovery that has boosted tourist numbers and promotions rolled out by airlines and hotels have contributed to the surge of visitor traffic.

In regard to other Asian airports, traffic at Singapore Changi Airport and Japan's Narita International Airport grew 1.76 percent and 5.61 percent, respectively, between January and May. Traffic at Hong Kong International Airport and South Korea's Incheon International Airport grew 6.3 percent and 7.8 percent, respectively, in the first six months of the year.

Arrivals at Taoyuan grew the most in May, by 21.74 percent. The top three areas that contributed to Taiwan's foreign traffic in sequence are mainland China, Japan, Hong Kong and Macau.

The airport's flight departures also grew 24.7 percent in May, despite the fact that the month is usually considered an off travel season. The top three travel destinations for the locals in sequence were Japan, mainland China and Hong Kong. Flights to Japan grew by as much as 41.92 percent.

Tourists coming from mainland China exceeded 500,000 in the first half of 2014. The number, which hit a new record this year, was double from the previous year.

Up to 10 additional cities in Taiwan will reportedly be open to Chinese tourists in the second half of the year. As cross-strait travel becomes more common, visitor traffic at the Taoyuan airport is expected to grow in the remainder of the year.

Budget Carriers to Move to Terminal 1

In order to prepare for more visitor traffic in the future, Taoyuan airport is expanding in Terminal 2, and construction work is slated to be completed within two years.

In addition, Taoyuan airport intends to move all budget carriers to Terminal 1, which will provide more space for backpackers and independent travelers.

Taoyuan airport has so much traffic that it is constantly in a “taut” state, said airport spokesman Wen Yung-sung (溫永松).

When the construction of Terminal 1 is complete, up to 11 airliners that operate budget flights are expected to dock in, including Dragonair, Cathay Pacific Airways, Sichuan Airlines, Emirates Airlines, Scoot, Peach Aviation and Vanilla Air.

Village residents protest MOI’s expropriation decision

Opponents of land expropriation for the Taoyuan Aerotropolis project yesterday said they would seek legal action against what they perceive as a deal worked out in an “opaque and ruthless manner.”

The project, which requires the expropriation of about 3,200 hectares near Taiwan Taoyuan International Airport, received the green light from the Ministry of the Interior (MOI) on Tuesday.

Except for the airport zone that is to be developed by the Ministry of Transportation and Communications, the area to be developed by the Taoyuan County Government must be divided into sections to be developed in different stages.

Opponents said that the project had previously excluded Sankuaitso Village (三塊厝), which contains a massive amount of farmland, from being expropriated, but the review committee later decided to include it.

Residents of Hongchu (宏竹) and Luchu (蘆竹) villages were also upset that their properties, which contain a lot of farmland, are to be seized as well.

“This is the most shameless chapter in urban planning review history,” said Thomas Chan (詹順貴), a lawyer with the Environment Jurists Association. “Judging from all the review meetings, we only see that the properties are to be developed to inflate their market value. There is no sign of professional urban planning.”

The government cannot develop farmland unless it is absolutely necessary, Chan said.

Excluding Sankuaitso, or “land of two rivers,” from the area to be expropriated would not affect the operation of the Taoyuan Aerotropolis, he said.

“The government claims that 90 percent of the residents in this area agreed to the land development deal, but are they residents or real-estate developers,” Chan said.

Taiwan Association for Human Rights executive secretary Wang Pao-hsuan (王寶萱) said the Constitution protects the public’s right to own property and questioned if the government can demolish homes by securing the consent of 90 percent of the residents in a neighborhood.

Wang accused Taoyuan County Government officials of making false promises to residents.

First they said that they would fully respect the opinions of those who did not want their land expropriated, but later, they said the property was needed, Wang said.

A resident surnamed Chang (張) said that she was tormented because the government insisted on expropriating her house, even though it was difficult for a woman to keep a home on her own.

Hongchu Village resident Lu Li-chin (呂理欽) said that the government claimed that the development project would create jobs and raise the nation’s GDP.

“To farmers, these numbers are just ideals beyond their reach. They just want a place they can stay for the rest of their lives,” Lu said.

TIAC and the General Consultant will explain the vision and initial results of the Terminal 3 area project to participating teams who are interested in the detail design tender, and to absorb their opinions. TIAC intends to make the Terminal 3 area, the single biggest public building since the major 10 constructions in Taiwan and also taken seriously by global designers, a new landmark of this country that our fellow citizens can feel proud of.

  The T3 area project includes two parts: a terminal that can accommodate 45 million passengers annually, and a Multi-function Building (MFB) that connects T2 and T3. The MFB will be the window of Taiwan to obtain flows of passengers, cargo, cash, and information, and to attract the station of global hotel brands. It will also act as the exhibition center of MIT products and brands. T2 and T3, after being connected by MFB, will become a Mega-Terminal that inspires passengers arriving at Taiwan.
