The top of the Parapet is 1,368ft (where the glass and aluminum end).
The reason they don't include the ring / mast is that it's not "structural" and is added on top. Honestly, it's very loose definition that's started a lot of arguments but that's the way it is.
The rationale is that you could just anchor a big thin mast to the top of any building and suddenly increase it's height, which matters why you build something to be the tallest, and then someone else just goes and adds a new section to their big stick.
When the Empire State Building and the Chrysler Building were going up in tandem, this was a big issue because they were competing to be tallest in the world.
Personally, I think highest occupied space is more important of a figure. If the building has a defined roof line (like this does) then it's easier to set a roof height (not including all the stuff on top) but if the whole building is a spire (like the Burj Kalifah) then it's even harder to define.

I agree with everything you said, but you made one small mistake. The Chrysler and ESB were not built in tandem. It was 40 Wall Street and Chrysler that were competing for worlds tallest in 1930. It looked like 40 WS was gonna win but then Chrysler unveiled its spire and took the title until 1931 when ESB was completed. When ESB was built it was competing with the other skyscrapers of the world in the way Mike Tyson would "compete" with an infant in a boxing match
