I think these permits are much easier to get versus a foundation only permit. The foundation permit makes it necessary for the building design to be finalized to such a degree that building assemblies (walls, floors, roof, height, dimensions) are known.

Essentially, the architect has to have completed their design.

I don't we are at that point yet, but you would have to assume construction drawings are well underway.

Working Drawings start next month. I think these permits might pertain to the Provincial/Municipal grant put fourth for new residential units in the downtown area. There must be some kind of stipulation to show progress so as to keep them holding the portion of grant money for your project.

Do you know if any local consultants will be used for the actual design?

I assume this design will be coming out of Ontario.

The Prime is Kirkor Architects & Planners from Toronto. They will likely need a local Architect of Record as I don't believe Kirkor is or will be licensed here in Manitoba. RJC Vancouver is the Structural, Hidi Rae Calgary is M&E and Scatliff locally is the Landsccape.

foundation permit was submitted to unlock government incentives.

no local architectural or engineering consultant.

With an aprx: $ 40K/unit incentive from both levels of government for new residential in the core they should be moving as quickly as possible to meet the guidelines..

Metro reports that the group behind SkyCity is going to make an announcement by March as to which grocery store will be setting up shop in their complex, among other details:

On Tuesday, a realtor for the Toronto developer of SkyCity Centre –Fortress Real Developments Inc.—confirmed an announcement is expected in the coming months, making good on an earlier promise to include a grocery store in their plans to build a 47-storey retail and condominium tower on Graham Avenue.


“We’re going to release our actual construction partner, the grocer and our construction schedule by March,” Matthew Nicolas said.


Nicolas offered few other details, but said the grocery store would exceed 10,000 square feet.


“We’re basically a go,” he added of the proposal, saying their excavation permits have been issued.

Another quote from the above article.

Construction on the development is anticipated to begin in 2017 and be complete by 2019.

So if they get the condo presales, project could start next year. Of course, with the developer history, all is with a grain of salt.

I'm surprised that they're claiming a 2 yr. timeline for completion.

300 Assiniboine was started December 2012 and I see just now interior lights in some of the suites -- 3 yrs. later and a much smaller project.

Maybe they hope to start construction Jan. 1 2017 and complete by Dec. 31, 2019. Basically three years. Or maybe have initial opening in 2019 with full completion 2020 or something like that.

Not being an expert on construction timelines would it be possible to complete the exterior construction and open the podium and a few residential floors while the bulk of the remaining interior was still under interior construction?

Yeah, it would be. I think that's what happens quite a bit. Pretty sure the podium of ALT was open before the hotel itself was open.

It is also interesting to note that at approximately 10,000 sq ft the grocery store in SkyCity is going to be significantly smaller than the stores found in the suburbs that everyone talks about wanting downtown. For perspective it is about one-quarter the size of the planned Save On Save on St James, which itself is significantly below the size of most grocery stores. Taking a guess the 10,000 sq ft size would likely make it comparable in size to DeLuca's on Portage Ave.
