What's the plaza area used for (outdoor cafes, public space, valet, etc)? Do they have a website with more renderings? When does the hotel expect to open?

This website may help you to understand the function of the building.

I'm sorry that the mane of this thread confused you, but it had discussed before. It is mixed-use building which include hotel, shopping centre and bus interchange.

Looking good! They need more projects like this in Taipei.. Just wish its 20 stories taller, I know about the height restrictions, but I wish the city gov't have a bit more foresight and allow something taller to be built in this area.. it seems like a such a shame.. but the quality of these buildings seem quite good...

why would they have a height restriction when the world's tallest building is there?

Because flight path .......
Before Taipei 101 is built, the flight path haven't changed.

Second thing is the concept of whole Xinyi District is low density area. So government give low floor area ratio. The original plan doesn't expect Taipei 101 will be built.

i dont get why they just dont increase the height requirement now that taipei 101 is there. what's another few more tall buildings? they shouldve just built taipei 101 somewhere else where there are no height requirements. or just friggin' close that airport. what an urban planning joke!
