I think you are right. In several European countries, including Germany and France, once a driver's licence is issued, it is for
life. There is no periodic retesting, as in BC.
The result: aged drivers, motor skills often impaired, reflexes often diminished, continuing to drive unchecked, causing frequent, serious MVAs.
