I agree, although that's not entirely unusual for a downtown tower built this way. I haven't seen any floorplans but usually the core includes usable space such as the elevator lobby, bathrooms, storage, mechancial, and sometimes room for offices or conference rooms. For example 60 Wall Street's tower has maybe 30 feet of space around the core. Enough for 3 cubes and an office. Higher floors fill in extra office space where low rise elevator shafts exist.
If you consider the original twins were filled with many smaller companies (as was the intention of the project) rather than 1 large corporate tower, this design works out well. Overall, you have a good mix of floor plates available across the site.
