Pure geocentrism.
The idea that a city must be Western (or at least mimic one) and be sandless (meaning not in a desert) is completely irrational.

Cities all over the world can become modern, regardless of the climate.

Did I say whether I like it or not?

In fact, it looks like a Western - better said US American! - city on this pic and one can´t see any sand anymore. This rather is a fact than an opion.
I´m not the one who wants to change a desert-like area into a Western-like city.

I saw the exclamation point in your post and assumed it was a statement of happiness and excitement. I read it as "Yes! Sand is no longer visible. Good."

I really would like to see more local cultural elements in architecture. Jin Mao Tower is a very good example of this kind of architecture. It looks Chinese.

Burj Dubai also has this local element with the this leaf-like base.

The Index...well...does it have anything characteristic for Dubai?

Even if that building has been designed by Foster, I think it' s very difficult to like it because it' s definitely heavy, we can see the concrete structure and what is exactly the metallic structure which is beeing built at the top???

look at the renderings its part of the design...i personally love this tower's mass, its something we rarely see these days.

on another note, does anyone know when/if the concrete will be painted?

Actually, I'm not really sure it will be painted. I think the lower part of the building has the color it will keep in the future

If the floor count indicated on the concrete is accurate, I don't see that there are 86 floors.

Looks rather bland at the moment, good height though. Maybe when the glass and facade are complete it will look better. Foster designed this so it won't look crappy in the end.
