Dow does not manufacture expanded polystyrene. Dow (and Owens) make extruded polystyrene. They both come from the same resin, but the manufacturing process is different.

Did they use this stuff under the new West Street deck near WTC1? I thought I saw them putting big white pieces of something in the ground there a couple of weeks ago.
