This reminds me of 1WTC, which was supposed to have American-made prismatic glass. The Port Authority loved the American-made samples, but then cheapened out and went with Chinese manufacturers. Needless to say, they completely failed shatter tests and thus failed in recreating the high quality prismatic glass that the Americans had made. Since there was no time to redo the glass, the Chinese glassmakers got paid their contract, and the Port Authority had to order an emergency order of regular glass from an Italian manufacturer.
The Port Authority not only had massive cost and time overruns, they also failed to bring us the prismatic glass that would have made 1WTC look amazing from the ground. You wont see stories like this on 20/20 because of the embarrassing implications for what was supposed to be a national treasure. The moral of the story? Don't ever trust government to solve these problems.
