In 1905 there was. 13th St. was the site of
Wanamaker's, the city's flagship department store; 11th the
Reading Terminal, a major rail hub, as well as the
Reading Terminal Market and
Snellenburg's, another major department store. Between 1920 and 1950 a second major department store,
Frank and Seder, was added to the 11th St. hub.
Howsoever I agree that today 11th and 13th are a bit duplicative.
