New Rochelle Remains 'Open For Business' With Latest Development Proposal

On Thursday, New Rochelle officials announced that they’ve issued a competitive request for proposal (RFP) to develop the parcel at 45 Harrison St., the site of New Rochelle Fire Station No. 1.

The property is located between Huguenot and Main Streets, east of the downtown business district , in the vicinity of I-95 . It includes more than 30,000-square-feet and is zoned to allow for a building 28 stories in height.


Presently, Fire Station No. 1 is the largest in New Rochelle, housing administrative offices, kitchen facilities, sleeping areas, a large living space and basement. The redesign of the location would be coupled with a redesign of the station, whether on- or off-site.

According to city officials, “the winning proposal may include any combination of mixed uses for the property in order to reimagine it to align with the city’s designated Downtown Overlay Zone. The zoning outlines a clear and transparent roadmap for development and sets design standards and community benefit requirements intended to create a thriving, attractive and sustainable city center.”

“This is a tremendous opportunity to develop a signature property at New Rochelle’s eastern gateway, adjacent to our downtown core,” Development Commissioner Luiz Aragon stated.

“New Rochelle has come together in support of the revitalization of our downtown and this property enhances that vision. We have created the right environment for the ideal live, work and grow landscape and welcome all qualified developers to submit their ideas. Come to New Rochelle, we’re open for business.”

Late last year, city officials declared New Rochelle “open for business,” approving a new zoning plan that “paved the way for the most significant economic rebirth in the city’s historic downtown.”

“When we say New Rochelle is open for business, we mean New Rochelle is open for business,” New Rochelle Mayor Noam Bramson said at the groundbreaking of a 28-story project on Main Street last month. “This project, along with many others, is powerful evidence that the new opportunities and potential here in New Rochelle are now seen clearly by the development and investment community, far and wide.

“This project represents something bigger than all of us. It’s not just about bricks and mortar or dollars and cents. It’s about taking hold of our future.”

MacQuesten Chosen To Build High-Rise, Mixed Use Development In Downtown New Rochelle

NEW ROCHELLE, NY — A southern Westchester company has been selected to build a high-rise, mixed-used development in New Rochelle’s downtown. The New Rochelle City Council unanimously chose MacQuesten Development LLC, based in Mount Vernon, to build 282 residential units, about 9,500 square feet of retail space, a four-story parking garage and an option for 50,000 square feet of office space at 45 Harrison St., the site where New Rochelle Fire Station No.1 is now located.

“The successful development of 45 Harrison St. is yet another milestone in our ambitious redevelopment initiative and a positive step forward in helping us create the ideal environment to live, work and grow in New Rochelle,” said Mayor Noam Bramson.

The $110 million, 27-story building will require the relocation of the fire station to a new site. MacQuesten said it intends to start construction on the new building while keeping the original station fully operational.

Can we get a title edit? Spelling error for Harrison, and it's also 27 stories instead of 28.

New Rochelle City Hall to Relocate Downtown

At his State of the City speech on March 1, Mayor Noam Bramson announced the move of City Hall offices back downtown, from 515 North Avenue to 45 Harrison Street, the current site of Fire Station #1 and the future home of MacQuesten Development’s $110 million mixed-use development.

The City’s new municipal office complex will be built at the base of MacQuesten’s Harrison Street tower, located between Main and Huguenot Streets at the City’s eastern gateway. With this move, employees, residents and visitors alike will be brought closer to shops, restaurants, green space and transportation, creating a more robust daytime office population and bolstering downtown activity- all while saving tax dollars.

Following the move- anticipated for 2021- the City School District will take over the entire current City Hall building, allowing for more classrooms, administrative and programming space at a much lower capital expense than new construction.

“The relocation of City Hall to downtown New Rochelle is a win-win-win for our economy, for our City, and for our schools,” said Mayor Noam Bramson. “This public-private partnership holds so much promise, complementing our downtown redevelopment while benefiting both our school community and taxpayers.”

"We're thrilled that the move of City Hall will be part of New Rochelle's downtown revitalization," said City Manager Chuck Strome. "As our staff works to ensure a seamless transition, we look forward to providing New Rochelle residents with the same excellent City services more conveniently and efficiently."

“MacQuesten is honored to be selected as the designated developer of the new City Hall complex,” said Joe Apicella, Managing Director at MacQuesten Development. “This building will pay homage to the great history that is New Rochelle while providing a state of the art “world class facility” for doing the people’s business while continuing to provide excellent services to its residents. It is our goal to build a building that is sustainable and user-friendly while utilizing green technology. We are committed to completing this project on time and on budget.”

In June 2017, the New Rochelle City Council unanimously selected MacQuesten Development, LLC as the winning bidder to reimagine a City-owned property at 45 Harrison Street, the current site of New Rochelle Fire Station #1. MacQuesten’s proposed $110 million, 27-story mixed-use building will also include 238 residential units, approximately 9,500 square feet of retail, a four-story parking garage and nearly 50,000 square feet of office space, into which City Hall will be incorporated.

I'm noticing a trend with the floor count and height. I guess a plateau in a way would look good. I wonder if the appetite is there for a height limit increase. But I suppose from an aesthetic standpoint, a plateau could look good. Similar to a Newark NJ style node. Always good when the proxies boom. With prices the way they are in the city (NY), that demand being plopped nearby is a good way to meet it, and pump the municipal economy with new residents and the associated business they bring.

28 is the magic number for us in the recent development / economic boom. We do have DO-1 zoning that would allow up to 40+ stories, but nothing has emerged yet.. I'm holding out for something though. I think the skyline will look pretty good after everything is all said and done. It'll be a lot better than what we have now.
