I doubt the majority is "not infill," although it probably is still more suburban overall. Those aren't quite the same. Much of the growth in the suburbs is infill too, although it's a different sort.
Regardless, of course there will always be greenfield development, so we need good forms. Maybe "unnecessary" wasn't the right word. "Conservative," maybe? Everyday? No longer the progressive cutting edge, anyway.
