I think you are right on the points I have bolded
However, the story of Québec being recognized by UNESCO is the reverse : Place Royale, a lower town neighbourhood, was entirely rebuilt in the 70s following the adoption of a provincial law and a wave of interest about Nouvelle-France early canadian architecture. UNESCO protects Québec mostly for the idea of it (as the birthplace and heart of French North America, and the only remaining walled city north of Mexico...) than the sole integrity of its built environment.
