The businesses will ultimately define the community, it doesn't matter how many mixed use, residential or office buildings you have, if the retail level tenants are compelling to draw foot traffic, the community will not be bustling.
If the businesses operating on Kensington street relocated 5 blocks south to 8th avenue we wouldn't be talking about how Downtown West is "how not to design an urban neighbourhood".

Mixed-use developments such as West Village towers, where you add another 1,000 residents on that block, an anchor grocer to draw people in from not only the neighborhood, but surrounding areas as well, and adjacent retail that will benefit from the increased traffic.
Adding a couple little interesting stand alone shops in a few different podiums won't be enough to draw people in when you have Kensington to the north and Beltline to the south.
