Chicago, LA, and Moscow are pretty amazing. Here's the best I could find of New Orleans. It's looking to the Southeast. You can see the grid pattern pretty easily. The dark area at the bottom is Lake Pontchartrain. The darkness at the top is swamp and the Gulf of Mexico.

My take (opinion-based):

Crime is a biggy. Major urban streetlighting projects were undertaken in the 1950s and 1960s. Big cities that had street crime issues affecting citizens/voters of all income strata at this time (New York, Chicago, Detroit, and much of LA certainly qualify) went to very great lengths on brightly lighting all their streets.

In the newer (post-1960s), more 'suburban' cities where urban growth has been driven by middle and upper class auto-oriented development, there simply wasn't the same political imperative to install such street-lighting systems.

If not for the potential for street crime, most locales would really rather not install such massive amounts of lighting in all locations, for both aesthetic reasons (lighting up the night sky with the orange of high-pressure sodium flouresecent) and cost reasons (powering and maintaining the lights). Hence, in places where ubiquitous lighting isn't demanded because no one is ever on sidewalks anyway, streetlighting is minimal except at places where it's needed for auto safety, such as busy intersections and interchanges.

Isn't it probably more about simple population and physical density, though. Actually, isn't more about land use? Generally, commercial areas are always lit more than residential areas, especially residential areas consisting of single-family homes. This is even true in higher-crime cities like Detroit. In fact, I've always been surprised at the dimness in Detroits residential neighborhoods.

What I think accounts for more of the difference in lighting is where a city's commercial properties lay throughout the city, and if it's in strip form, centered on malls, or centered in storefronts in village center-type developments along corners.

Solid square-mile grid in Oklahoma City.

In this first picture you can see part another night time lighting landmark in OKC, the enormous "antenna farm" on the northeast side of the city. It's really amazing to drive through all those red twinkling comm towers at night!

The Petroleum Club... best place to view the grid at night (in fact, you can view the night grid while using the urinal in the bathroom, which is a great experience), but can't find many pictures of it for some reason

I'm flying overnight from Seattle to NYC in February, so I should have photos of lots of nighttime grids if I don't fall asleep. The whole lakefront is amazing.

I would have seen NYC at night if I hadn't switched planes in Detroit and arrived at 9am instead of 6am as planned. That landing in Detroit, while amazing (and topical to this thread!) was hell. Circled over Ann Arbor, plane shaking, heavy snow out the window, flight attendants panicking, but oh gosh, la-di-da, pretty street grids! Pfeh.
