Quebec traffic lights

Québec traffic lights tend to generally be from left to right. I have a question which I've always been curious about.

The Traffic lights tend to be horizontal in most of the province. Why are the vertical ones use instead in the downtowns and older parts of Montréal and Québec (the city). Is this a practice that dates back to before Québec started using horizontal traffic lights?

And an aside, is it just me or as a general practice in Québec, are all-way stops favored more than traffic lights as opposed to the practices in other provinces?
