Governors Isle planning 3 a.m. ‘beach’ parties this summer


New York Water Taxi says it has the $2.5 million it needs to open a beach volleyball court, concert stage, restaurant and bar on Governors Island by July 4th. Mayor Bloomberg is pressing Gov. Paterson to include $6 million in matching money in the state budget that will allow the island to reopen this summer.

The beach will be only a 7-minute ferry ride away from Lower Manhattan this summer.

Tom Fox, founder of New York Water Taxi, announced his plans this week to convert a parking lot on Governors Island into an expanse of sand. He also won a contract to build an adjacent outdoor music venue for 2,500 people and a restaurant and bar.

“In a year when people are not going to be able to afford to go to the Hamptons, they will go to Governors Island,” Fox said in a phone interview.

Fox plans to open Water Taxi Beach, which will not have water access, on Fourth of July weekend. He will simultaneously launch new ferry service to the island.

While Fox said he has the $2.5 million he needs to build out the space, the tumbling economy could still haunt the project. Gov. David Paterson has not included the Governors Island Preservation and Education Corp. in his executive budget, and without an infusion of $6 million to $7 million, the island will not open this summer at all.

“This is another reason to fight for [the money],” Fox said. “It’s important, especially since the island has gotten momentum. It’s on the map.”

The island attracted 128,000 visitors last year and Leslie Koch, president of GIPEC, hopes to hit 200,000 this summer. She said Wednesday that she had not heard any news from the governor on the budget, which the legislature is negotiating. Assembly Speaker Sheldon Silver and Mayor Mike Bloomberg are both fighting for the island money.

Fox’s plan to bring more entertainment and recreation to Governors Island beat out three other proposals for the space, Koch said.

“They’re creating a destination,” she said of Fox’s company.

The beach, stage and restaurant will go on the north side of the island, near the ferry slip, over the parking lot that spent last summer beneath the spray of one of Olafur Eliasson’s Waterfalls art installations. The beach’s brightly colored tents and lounging sunbathers will be visible from the Staten Island ferry, and even from Lower Manhattan passersby will be able to glimpse the action, Koch said.

“It just shows the island is alive,” she said.

To create the new 2,100-square-foot beach, Fox will dump an 8-inch-deep layer of sand over a parking lot, similar to the way he created a beach in Queens. Visitors won’t be able to dip their toes in the water, but they will play beach volleyball and “sit out there sipping a pina colada watching the sun set,” Fox said.
They will also hang out in a 2,000-square-foot beer garden and listen to concerts, ranging from kids’ bands during the day to jazz artists at night, with a focus on local performers. When the stage is quiet, Fox wants to turn the 31,500-square-foot venue over to basketball leagues.

“We want it to be a funky, laid-back experience on the waterfront,” Fox said likening it to Tribeca’s Pier 25, which he helped open as the first president of the Hudson River Park Conservancy.

Fox also wants to bring in a carousel or a Ferris wheel, but that may have to wait until summer 2010. The beach will be in place for at least five years, with two two-year extensions possible.

The entire island, including the new beach, will be open to the public Friday through Sunday via the free ferry from the Battery Maritime Building and a new free ferry from Brooklyn Heights, both run by GIPEC. Fox plans to keep the beach portion of the island open additional hours, including some weekdays and possibly as late as 3 a.m. on weekends. He has not figured out the schedule of boats he will run to and from the island, but he will likely add a shuttle between the island, South Street Seaport and Brooklyn Heights. Fox will charge patrons for at least some of his Governors Island service.

New York Water Taxi just bought Circle Line Downtown, giving Fox the 600-person Zephyr, which he will use to get crowds off the island once concerts end. The acquisition also gives Fox additional berths and a total of 200 employees.

Community Board 1’s Waterfront Committee got a first look at Fox’s plans Monday night when he requested the board’s advisory approval for a liquor license. After some initial concerns about security and feasibility, the committee agreed to support the project.

“The real issue for us is: Do we think this is a community amenity?” said Bob Townley, chairperson of the committee. “I do…. It’s forging new ground where nothing exists, and it looks like people could have fun here.”

Fox said he would hire one security officer for every 100 people at his events on the island, and the officers would ensure that the people stayed within the beach area after hours. The Fire Dept. pulled funding for its station on the island earlier this year but firefighters will staff the island whenever more than 100 people are on it, which means any day it is open to the public.

The beach will be adjacent to Building 110, which will fill up with working artists this summer as part of a separate program run by the Lower Manhattan Cultural Council. GIPEC is also opening a new park on the south side of the island this summer and is constructing a high school that will open in 2010.

“Put it on your calendar,” Koch said Wednesday with her trademark enthusiasm. “The weekend of July Fourth, come out for a beer, a burger and a concert…. We’re going to continue to bring the island back to life.”

Life’s a beach at the new Governors Island ‘sandbar’

Three hundred tons of sand blanketed a parking lot on Governors Island this week to create a new beach that will open July 4. Run by New York Water Taxi, the beach will start out with not much more than sand and a grill, but over the next few weeks a stage, volleyball net and a cafe serving food grown on the island will appear as well.

The beach will also offer Governors Island visitors their first ever chance to grab a beer starting on Independence Day, and cocktails are coming as soon as a full liquor license is approved. Fridays through Sundays, the beach will be open for free, along with the rest of the island, but some evening concerts, like Mos Def on Sept. 12, will require paid tickets.

I haven't had a chance to get over there yet this year. But the views are great and the island itself is a great piece of New York. This will eventually become one of the great, new public playgrounds of the city, along with Brooklyn Bridge Park, the High Line, and the all-new Coney Island (which is already legendary, but getting a rebirth).

Midnight ferries coming as crowds swarm Governors Isle

September 11 - 17, 2009

Though it was a national holiday, Governors Island was hard at work this Labor Day weekend. For the three-day stretch from Friday to Sunday, a record-setting 25,000 people visited the island.

The island’s big crowds were not just noticed on the island – at one point on Sunday afternoon, there were close to 1,000 people waiting outside the Battery Maritime Building to take the free ferry.

“We’re thrilled that Governors Island has become such a wonderful resource for Lower Manhattan and for other people in the region,” Leslie Koch, president of the Governors Island Preservation and Education Corporation, told Downtown Express. “We’re pleased that people are enjoying such a broad array of activities on the island.”

Last weekend, visitors to the island witnessed the NYC Pro Swim, the island’s first professional open water swim competition; the second annual 4heads Art Fair opened on Saturday with over 150 artists and galleries; and on Sunday, the island hosted the Run to Remember, a fundraiser run/walk in honor of the victims of 9/11.

The art festival will continue every weekend until Sept. 27 The major festivities, however, will begin this weekend. As part of the NY400 festival in celebration of Henry Hudson’s voyage to America, the next two weekends will host the “New Island Festival.” Stocked with hundreds of Dutch performing artists, visual art, and D.J. sets, the festival will continue for the next two weekends.

Harbor Day, the culmination of NY400 week, will also take place this weekend. The Prince of Orange and Princess Maxima will be present at the opening ceremony in Battery Park Sunday, where they will lead a bicycle tour. From 10 a.m. to 12 p.m. that day, the Holland on the Hudson flotilla will sail, featuring a replica of Hudson’s own Half Moon, “Flying Dutchman” sailboats, and other vessels. Visitors can watch the flotilla and a sailing race on video screens in Battery Park, which will host the awards ceremony for the winners of the sailboat race. Throughout the day, NY400 bikes will be available for free rental.

For the duration of the festival, Governors Island will offer ferry service at night, for the first time since it opened to the public. Ferries are free, and will be available for the next two weeks from Thursday to Saturday until midnight to accommodate the New Island Festival events. Ferries will run every 20 minutes at night. Despite the heavy traffic to the island last weekend, Koch added that the ferries are prepared for increased usage, and said that lines were moving quickly.

Police Rescue a Deer on Governors I.

New York police officers are attempting to rescue a deer that swam to Governors Island, according to a department spokeswoman. Last reported, the deer was trapped on the rocks as harbor police officers were trying to reach it so they can bring it back to land.

Asked about the gender of the deer, the police spokeswoman said, “It’s got antlers.”

Deer, which were driven out of much of Manhattan by deforestation during the Revolutionary era, have been slowly returning to the city over the last 15 years. There have been deer sightings in Alley Pond Park in Queens, Inwood Hill Park in Manhattan and in some wooded areas in the Bronx. And on Staten Island, the deer population has been steadily growing, in part because they are swimming over from New Jersey, attracted, city officials say, by the rolling green hills of Freshkills Park.

The Associated Press reports that the deer swam to Governor’s Island from Jersey City, where it had been seen roaming earlier in the day.

The police said that officers from the Emergency Service Unit darted the deer with a tranquilizer and were awaiting the drowsiness to kick in so they could secure the animal safely. It is being guarded, at the moment, the police said.

I honestly didn't know deer could swim that distance, let alone across New York harbor. I can imagine the shock on ferry passengers if they had been going by.

But about the island itself, the thought occured to me that it would work well as a natural wildlife center. Imagine, an island just a ferry hop off Brooklyn and Manhattan, filled with wildlife, like a safari in the harbor.

The ferry itself takes about a minute or two. I'm sure if the school is not nearby there will be buses available. The setting would be a great one, especially in nice weather. There is so much potential at Governor's Island, they are only just scratching the surface with the planned parks.

That article was right.... I see nothing in any of these plans that strike me as ambitious or must see. I want to see something "Wow" there while maintaining some open space and historical artifacts... Personally, I'd like to see a statue there to compliment the statue of liberty.

The SOL doesn't need a sidekick. The island for the most part will remain recreational, with construction taking place in different phases.

City taking control of Brooklyn Bridge Park, Governor's Island to follow

In 2006, the state-city entity overseeing Governors Island tossed out all proposals it had received from firms interested in redeveloping the former military outpost. Instead, it shifted focus towards first improving island access, creating new parkland and finding tenants for the historic buildings on the north end.

Netherlands-based West 8 in Dec. 2007 was selected to a draft a $200 million plan to create a 25- to 40-acre park on the southern end with incredible views of the Statue of Liberty, a 2.2-mile promenade encircling the island and pocket parks in the historic north end.

However, the grudge match over control has delayed by roughly a year the public review of that project’s master plan, sources have said.
