McDonald's is currently in a remodeling boom to update their restaurants. The oldest McDonald's in Texas (in North Austin) was recently torn down and rebuilt to their new specs. This article says McDonald's will spend $1 billion to rebuild/update most of their restaurants by 2015.

That being the case, I would have thought there would be more value in them selling the parcel to the developers of the Astoria and looking for another parcel that is not so hemmed in.

Sounds like a lateral move at best. Not much of a point after paying closing cost, surveying, commission fee, etc.
at what point does a project move from "site prep" to U/C? it seems this one was supposed to be "u/c" already.. do the footings/foundation or w/e is taking place now not count as construction?
