Karnataka government is proposing to the center to have one Pharmaceutical Industrial Park and one Plastics-Polymer Industrial Park in Canara Industrial Area, Bantwal. But no further news on where the land is alloted for CIPET & Hydrocarbon Skill Development Center. And no further news on proposed Coconut Park.

Along with Pharma Park the government could also be planning for clinical research facilties. But where? Sequent is having some research facility in Mangalore in itst campus. Syngene is also planning.

Mangalore also needs a Electronic System Design & Manufacturing cluster focusing specifically on Medical Devices domain. There was some plan for developing Belapu as ESDM cluster.

Since Mangalore MP has identified some other location for Ultra Mega Power Plant government land available in Niddodi can even be considered for these industries. Even UMPP itself is now doubtful as I said earlier.

To develop as a strong Medical or Healthcare or Wellness City as mentioned in my previous post Mangalore should also have very good R&D cum innovation facility in medical domain. I have listed a few small research institutes in my previous post on this subject. One more is researches done by Mangalore University in collaboration with BARC in Nuclear domain applied to healthcare field - CARRT, Biosciences. A few companies are there working on Clinical Research - MCRF, Ecron Acunova, MCCR. There are a few others like Spandana Metabolics, i-POINT, Stempeutics-Manipal. But all these researches are happening in a relatively small scale. There is also a clincial sciences teaching institute called EICS in Mangalore.

Kunjathabail Wellness & Knowledge Smart City should have dedicated institutes which teach Basic & Applied Research or Pre-clinical Research, Clinical Research, Translational research. Specialized intitutes teaching Biomedical Electronics & Instrumentation, Medical Robotics & Artifical Intelligence, Nanomedicine, Medical Genetics, Cellular & Molecular biology, Immunology, Pharmacology (A full list is available in Medical Research) and other disciplines like Ayurveda, Naturopathy, etc. In other words it should be a fullfledged Knowledge City on Medical domain. (Mangalore already has a strong teaching base in nursing, physiotherapy, etc.) And it should have Research facilities & 'Startup Village' supporting basic & applied researches including Pre-clinical Research, Clinical Research, Translational research. Interdisciplinary teams should be encouraged. For example 3D-printing or Tissue Engineering or Medical Instrumentation fields need doctors, engineers, chemists, physicists, biologists, etc. Interdisciplinary research should happen in non-allopathic medicines also.

In this regard if Mangalore can get a institute like AIIMS it would be great.

Similarly 'Financial Smart City' can have institutes teaching finance and startups working on e-finance services along with financial institutes like banks, insurance companies, brokarages, exchanges and other investment management companies. If theme is 'Finance & Commerce Smart City' then it can also have institutes teaching commerce subjects and startups in e-commerce fields. By clubbing education and research with it we are developing it as a Knowledge City in Finance & Commerce domain. But plan for 'Finance & Tech City' seems to be only for financial ITES & IT like GIFT. Alternatively teaching & research institutes can be setup in Kunjatahbail Knowledge City itself for all domains like Medical, Finance, Commerce if space is available. Though may not add much value directly 'Tourism Smart City' can also have similar institutional facilities at same site or elsewhere in the region.

DK eyes pharma, tourism sectors at ‘Invest Karnataka’
Port city gears up for 'Invest Dakshina Kannada' meet

Squent is expanding

So, Pharma sector is going to grow in Mangalore. Now it is essential to get National Institute of Pharmaceutical Education and Research (NIPER) proposed for Karnataka also along with Pharma Park in Mangalore and create good startup environment.

Mangalore can also reach into understanding with other national institutes like IICT, IICB for startup guidelines. Mangalore can also focus on encouraging startups in wearable medical devices area & telemedicine. For cross-discplinary researches & startups it should create socializing environment (socilaizing website, seminars, etc) so that people from different disciplines interact with each other, share their ideas and form teams.

Mangaluru likely to get plastic park in two years

The project is expected to be cleared at the three-day Invest Karnataka 2016 to be held in Bengaluru from February 4.

Once the project is cleared, it will enable setting up of industries manufacturing plastic products including pipes, buckets, medical industry products, water tankers, tooth brush, chairs, tables, plastic recycling units and the like in a given area of land.

According to Gokuldas Nayak, Joint Director, District Industries Centre, the land has been identified at Mudipu in Bantwal taluk and Shibaroor in Mangaluru taluk.

B.A. Nazeer, president, Canara Plastics Manufacturers’ and Traders Association (CPMTA), said that the association had demanded 200 acres to set up at least 100 industries.

In that case the industries would provide employment to 10,000 persons, both skilled and non-skilled workers.

He said that the Union government would provide Rs. 40 crore as grant-in-aid for the project. The setting up of the park might cost Rs. 300 crore.
I wish at least 25% of industries in medical industry products so that it results in manufacturing medical electronics products in future.

Investment of Rs 12,000 crore proposed in Dakshina Kannada

Meanwhile, Anita Aromatics will invest Rs 100 crore in manufacturing of perfumes. Similarly, more than 35 companies have presented proposals during Invest Dakshina Kannada meet.

As a preparatory to Invest Karnataka, an invest Dakshina Kannada was held at Mangaluru on Tuesday. A total of 33 proposals have been submitted to the Department of Commerce and Industry, while 13 investors have sought 1,251.50 acres of land for investment. If 33 investment proposals get approved, then it will generate 4,665 cases of employment in the district.

MRPL has submitted three proposals, with an investment to the tune of Rs 10,000 crore. This is the highest amount of investment proposed by the investors in the district. The MRPL has proposed to invest in LNG terminal at NMPT, an upgrade of refineries for competing with Euro VI standard and a capacity of increasing for 18,000 million. For increasing its capacity to 18,000 million, the MRPL has sought 1,050 acres of land.

Syngine has proposed to invest for pharmaceutical industry at a cost of Rs 600 crore and has sought 40 acres of land at MSEZ. It has proposed providing employment to 200 persons.

Dr B R Shetty from Abu Dhabi will invest in pharmaceutical and Wellness Spa and Boat Club at a cost of Rs 250 crore each. With the two investments, he aims at generating a total of 300 jobs. A 75-acre site has been sought for the purpose. Sri Anagha Refineries Pvt Ltd will invest Rs 110 crore for refinery of edible oil and is proposed to generate 150 employment.

On the other hand, the government-owned IOCL has sought a 40-acre site for investing a sum of Rs 100 crore for an LPG bottling plant. The investment aims to provide employment to 400 persons. Diya Systems Pvt Ltd, Mangaluru, has proposed to set up an IT centre and BPO service on four acres of land by investing Rs 50 crore. It plans to provide employment to 1,500 persons. Anita’s Aromatics will invest Rs 100 crore for perfumes production. The firm has sought a 10-acre site and aims to generate employment to 100 persons.

Evermore Resorts India Pvt Ltd in Gurpura has proposed to invest Rs 45 crore in hotel industry and aims to provide employment to 100 persons. Sudhakar Pai, Mangaluru, has proposed to set up a steel manufacturing plant at a cost of Rs 25 crore on 25-acre land. The steel plant aims to generate employment to 125 persons. Niyaz Sea Food Exports will invest Rs 20 crore on seafood and aims to provide employment to 350 persons.

Other proposed investments are: Precious Exports in cashew-processing (Rs 12 crore), Medorganics India Pvt Ltd for manufacture of tablets and capsules (Rs 11.35 crore), Plant Tech International Ltd for manufacture of vacuum cleaning, using super sucker vacuum trucks (Rs 8 crore), Jananial Enterprises for engineering industry (Rs 8 crore), Ganapathi R Hegde, Gujarat, for water treatment chemicals (Rs 7 crore), Mariam Panels, Baikampady, for panels and furniture (Rs 6.50 crore), Aquamater Solutions for water treatment (Rs 5.50 crore), Ayesha Panels for panels and furnitures (Rs 5 crore), Reliable Cashews Industries for processing of cashews (Rs 4 crore), Kanti Apparel for garment stitching and finishing (Rs 3.50 crore), Amaco Manufacturing and Industrial Service Pvt Ltd for manufacture of pigging foam (Rs 3 crore), Heramba Comforts, Thokkottu (Rs 3 crore), GYPSY Wood Motels (hotel, Rs 3 crore), Sai International Pvt Ltd, Puttur (hotel, Rs 3 crore), Vikram Residency, Puttur (hotel, Rs 3 crore), Vivek Traders (Ayurvedic medicine Rs 3 crore), Bayline Plastic Industries for manufacture of plastic bag and allied products (Rs 2.50 crore) and Sanctum Dental Spa, Someshwar (health tourism, Rs 2 crore).

There are plastic based electronics and non-electronics medical products. Plastic components for medical products like X-ray, MRI, CT, PET, Blood analysis machines can be produced & supplied to OEMs. Mangaluru can develop different types of clusters like plastic, electronics, metal targetting electronics devices in stages and or can have fullfledged medical devices cluster itself including nanomedical products.

Along with Plastic Park we should have a CIPET for R&D focusing exclusively on medical plastic & medical textile products. CIPET, NIPER can be part of Knowledge city at Kunjathabail. (Karnataka had agreed to give land for establishing a Central Institute of Plastics Engineering and Technology research centre (5 to 10 acres), CIPET has a small campus in Mysuru and land for its research centre is expected to be finalised shortly) Mangalore can also try for other R&D institutes like marine biology and biotechnology (which PM announced in 103rd Indian Science Congress meeting at Mysore University) focusing on medicinal applications. Tannirbhavi was supposed to have Marine Biotech Park.

Mangalore can work on innovative adaptive 3D printing technology for making re-usable or biodegradable medical textile or antimicrobial plastic products for medical use and even drugs (NIPER). (The State government is keen to locate the pharma park at Hassan, Mangaluru or Yadgir) And proposed Textile Park can be Medical Textile Park. And needs type of innovation like this one as Mangalore also produces ocean waste - Adidas Unveils 3D-Printed Shoe Made From Plastic Ocean Waste.

With good medical professionals base & innovative treatments when Mangaluru becomes manufacturing point for medical devices & drugs it will become an economical destination for medical tourists. This is true for non-allopathic medicines also.

Even Indian Institute of Petroleum or Rajiv Gandhi Institute of Petroleum Technology as an innovation part of Hydrocarbon Skill Development Center can make Mangaluru a Knowledge city on Hydrocarbons.

In the mean time there is an indication that NMPT is becoming smart.

Mangaluru is not in first list of 20 Smart Cities. Most of cities announced are along proposed Industrial Corridors. All other smart cities proposed in Karnataka are along Mumbai-Bengaluru Industrial Corridor or closer to it. So I think Mangaluru will get chance in third round only. Check my post here.

In summary Mangaluru needs following industries
  1. Pharmaceuticals Park (including Nanomedicine)
  2. Marine Biotechnology Park (Marine medicines)
  3. Polymer-Plastic Park (Plastic based Medical Devices & Components)

And needs following research institutes
1. National Institute for Pharmaceutial Education & Research (> 100 acres)
2. Biomedical Engineering Education & Research Institute (> 200 acres)
AIIMS is added advantage but not compulsory as Mangaluru has capable Hospitals already.

Biomedical Engineering Education & Research Institute is for researchs on Medical Devices. And then
3. Rajiv Gandhi Institute for Petroleum Technolgy (> 100 acres)
for developing Hydrocarbon Industrial Innovation capabilities.

And needs Innovation Center for Biomedical Engineering products.

Mangaluru can start with manufacturing class 1 medical devices first and then move up to more risky higher classes of devices.

Mangaluru in second phase looking at ranking now. But still others can outperform.

One more thing is the central government is going to give second chance to cities of unselected 23 states. But Karnataka is not in this list as it has got two cities in first list itself. Read. So Mangaluru may be pushed to third phase.

How coastal Karnataka is emerging as a hub for education and technology

I think KEL & Mangalore Angels (Mohandas Pai) are Venture Capitals for coastal region. Possibility is there that Brigade Group is trying to create startup entrepreneurship environment at its future project site at Derebail.

What Mangaluru need is a committed NRI Mangaluru Forum. Either Mayor or KCCI Mangaluru head should be in contact touch with NRIs to get investment from them & the countries were they reside.

Send 10k PhD students each year to US: Narayana Murthy

Mangaluru can do this and help in developing new products at Innovation Centers through NIPER, NEERI (Biomedical Engineering Education & Research Institute) or offer jobs in these institutes only if we have these institutes. Or else, offer jobs for renouned scientists from across the world, build infrastructure as suggested by them and train our people here. I don't know whether institutes like Manipal University are doing this already.

It is important to notice that most of cities like Bhubaneswar, Pune, Jaipur, Surat, Kochi, Ahmedabad, Jabalpur, Vishakhapatnam, Solapur, Davanagere, Indore, New Delhi, Kakinada, Belagavi, Udaipur, Guwahati, Chennai, Ludhiana have opted for retrofitting. Bhopal opted for redevelopment. I could not verify Coimbatore.

So none of selected 20 cities have opted for greenfield development. Even in Karnataka Davangere, Belagavi, Shivamogga which opted for retrofitting got better ranks.

Many of retrofitting areas are Central Business District (CBD) so helpful to most of citizens and more inclusive. Retrofitting requires less financial investment. Even in case of Bhopal redevelopment area is already developed and requires less investment. Limit for retrofitting as given in guidelines was >500 acres, redevelopment >50 acres, greenfield >250 acres. And Mangaluru went for greenfield development! What is the total area to be developed? Can it construct Knowledge and Wellness city with budget made available by the state and the central governments? Will it require huge investment from private parties? Does it have commitment for this investment from private parties?

Sorry I could not foresee this so just doing a post-mortem analysis. If Mangaluru can attract enough investment from private parties for Knowledge & Wellness cities then it can develop these areas as smart even without central funding. Already Wi-Fi has entered malls and beaches of coastal area. Entire coastal region will be covered by Wi-Fi soon. Main thing leftout will be main utilities for entire city.

My preference is for getting above said research institutes and startup villages rather than smart city investment from the state and the central governments.
