^ It does seem that they are nearing completion, although the Port Authority says it won't be ready by the June 30th deadline.

It's St. Paul's Chapel.

There is also Trinity church up around the block too. The one from National Treasure.

Although it would seem like the graveyards are completely out of place, many important New Yorkers are buried there, and I am sure that it would be politically impossible to remove the graves. For example, Alexander Hamilton and other famous figures buried there. The NIMBY's would likely chain themselves to the grave so no one could dig them up. Plus, that church holds a very popular 9/11 memorial, so again, a great many people would be seriously offended.

New York Governor Says WTC Site

Faces Delays, Asks to Take a Look
Associated Press
June 11, 2008 5:17 p.m.

NEW YORK -- New York Gov. David Paterson says the World Trade Center site redevelopment faces "likely delays" and wants to take a new look at the project.

Mr. Paterson on Wednesday asked the executive director of the Port Authority of New York and New Jersey to determine if the latest deadlines and budgets for the project are feasible. Mr. Paterson wants an update by the end of the month.

Five office towers, a Sept. 11 memorial, a transit hub and a performing center are planned at the 16-acre site.

The Port Authority also said Wednesday it would be late on a deadline to turn over land that a private developer needs to begin building a planned office tower. The agency will pay over $9.6 million in late fees to developer Larry Silverstein for not finishing the foundation by June 30.

Governor Requests Updates On Trade Center Progress

By PETER KIEFER
June 12, 2008

Governor Paterson is asking the Port Authority of New York and New Jersey for a comprehensive assessment of schedules and budgets for construction at the World Trade Center site.

The request for the assessment yesterday came just hours after the Port Authority acknowledged that it would hand over the site where Tower 2 is set to rise along Church Street at least one month late. The delay could cost the Port Authority more than $10 million in penalties.

In a statement issued yesterday, the Port Authority said it would live up to its agreement and pay the site's developer, Silverstein Properties, $300,000 a day, beginning July 1, until it turns over the fully completed Tower 2 bathtub. The authority said it does not expect the site to be finished before August.

Last month, the Port Authority gave Silverstein Properties extensions for the completion of towers 3 and 4 to allow developer Larry Silverstein more time to negotiate with Merrill Lynch, which is negotiating with Mr. Silverstein as a possible anchor tenant.

"Everyone at Silverstein Properties is eager to start select work in July and looking forward to expanding over the entire Tower 2 site later this summer," the president of World Trade Center Properties, Janno Lieber, said in a statement.

Plus that church Im sure is a designated national historic monument and therefore even if someone wanted to develop it, they couldnt by law, which is a very good thing. Also, why does this site have so many delays, is it just that theres so much bureaucratic red tape over the whole thing that it just always gets delayed?

The delays are because the site won't be ready for Silverstein by the June deadline. It's a complicated job on a complicated site. This site in particular had to wait for a decision on and then a removal of the so called "survivor" stairs.

The difference on this site will be only a matter of weeks from the planned start, so its no big deal.

There's good new and, uh, bad news about one of the "bathtubs" at the World Trade Center site. First the good news: The Port Authority sent out a press release today saying it will complete 90 percent of the excavation and construction of the Tower 2 foundation by the end of June. Now the bad news: It was supposed to be on July 1 but won't be done until August and that means the agency has to pay Larry Silverstein, who recently got an extension on Towers 3 & 4, a penalty of $300,000 a day until the bathtub's done and the site is turned over.

The math works out to about $9.3 million, give or take, assuming an August 1 completion or just under $19 million if August means August 31. A Silverstein spokesperson says the developer is "looking forward to expanding over the entire Tower 2 site later this summer."

PORT AUTHORITY STATEMENT ON WTC TOWER 2 BATHTUB TURNOVER

Date: June 11, 2008
Press Release Number: 57-2008

The Port Authority announced today that it will have completed 90 percent of the excavation and construction of the Tower 2 "bathtub" foundation on the World Trade Center site by the end of June, but that the full 1.4-acre site would not be completed until August.

The agency also announced that Silverstein Properties has agreed to begin work in the Tower 2 foundation, allowing for their initial construction to begin as the Port Authority is completing the final stages of excavation and construction on the bathtub.

Under an agreement with its contractor, Phoenix Constructors, the Port Authority will not pay an approximately $8 to $14 million incentive payment for on time completion of the Tower 2 bathtub. The Port Authority will meet its obligations under the Master Development Agreement for the site, paying Silverstein Properties $300,000 a day, beginning July 1, until the fully completed Tower 2 bathtub is turned over.

The Tower 2 bathtub excavation and construction project involves the removal of nearly 160,000 cubic yards of soil, 4,000 cubic yards of rock, and the excavation of new foundations far below street level.

In September 2006, the Port Authority Board of Commissioners agreed to take over development of 1 World Trade Center, the Freedom Tower and the Tower 5 site. Silverstein Properties is responsible for construction of Towers 2, 3 and 4.

Major construction on 1 World Trade Center, the Freedom Tower began in mid-2006. Steel began to rise above street level last month, marking significant construction progress on the tower.

Construction of the foundations for the World Trade Center Transportation Hub and Memorial are under way. Major steel beams for both projects are scheduled to be erected this year.
