It'd be cool to get some artists or sculptors to design the covers for them. That sidewalk on Smith is so barren at least if you have to walk by it it could be like an outdoor gallery... an extension of the Library Park.

$357 million according to Bart and this article from 2017. $214m for the building, the rest in interest payments.

^ It would be interesting to know what could have been built on a blank slate for a $357 million budget total, inclusive of land and financing costs.

An apples to apples conversion would be to still use the $201 million number. The $357 is based on how much the loan will cost including interest once it gets paid off in 30 years or so. Interest would add up no matter what scenario you consider.

I'm sure they could've got a nice purpose built station for that price.

All the BS aside, how is the new station for the Police? I know there have been some issues, which would be expected moving headquarters. But are their major issues that still need to be remedied? Besides the ugly barriers on the sidewalk. I don't know, just asking.

For example - SkyCity was comparable in size to an office building at 44 storeys, 400 stall parkade at approximately 475,000 sq ft.....$200 million.

The Police Service Building is approximately 94,000 sq ft per floor x 5 floors (4+basement) = 470,000 sq ft.

I would exercise caution using any of SkyCity's budget numbers as a comparable.

Possibly TNS would give a better cost per square foot for comparison purposes.

That said, the Police building would likely have a higher cost per square foot compared to residential/office for the added complexity of the building.

All that money and the skywalk running along the front is still disgusting. The hideous rubber floors are in terrible shape, pink walls and siding are old and gross, ceiling is falling apart. It's an embarrassment for the WPS, especially with the prominent CU in there now.

What's the deal with the jersey barriers, how are they still there 3 years later? What happened to the design competition to put up permanent bollards?

And you can probably add the corruption/incompetence multiplier on a purpose-built tower, too.

I would cut them some slack on the tower in general because no one seems to know what's going on there yet. The jersey barriers are inexcusable, though. Come on already.

I was more using it as a size comparison but ok:

True North Square Towers 1 - 390,000 sq ft, Tower 2 - +-300,000 sq ft, approximately $175 - $200 million.

^ Either way, it's hard to believe that they couldn't have put up a new purpose-built building for about the same amount of money that would have been better suited to the WPS and involved fewer headaches than trying to repurpose a Canada Post sorting facility.

The new Toronto courthouse is going to be 17 storeys and is supposed to come in at just under $1 billion. That’s before overruns.

Saskatoon built this new police HQ in 2014... 393,000 sf for $103 million. I'm sure it wouldn't have cost an extra $100 million to add 80,000 sf of space to make it equivalent in size to Winnipeg's police HQ.

I recall seeing somewhere on of the issues with the new police HQ was something about the firing range, used for training and similar purposes, was deemed unsafe and could not be used.

The old office tower was also classified as being a security risk to police operations making it essentially unleasable. The concern is office space in the tower could be leased to known criminal elements that could take advantage of their location to listen in, or similar, on police operations. There is also the PR issue of having someone like a prominent defence attorney with ties to known organized crime setting up an office in the tower.

The best case scenario, of the bad choices, may be to move other City of Winnipeg offices from leased offices in privately owned buildings into the office tower. As the tenant there would be some level of control over the activities that occurred in the offices in the tower which could help mitigate the security concerns.

The office tower part is a no brainer. Put all the City services that are in leased space in the tower. I think one of the issues is cost. With asbestos remediation and such. However, that cost will be there regardless of what goes in. So get'r done City.

You say best case scenario, but how is that not in actual fact the glaringly obvious, only feasible option scenario here? How has this not entered the public conversation yet? The city continues to occupy all this leased space while it just sits on a big office building that it owns.
