I see your point. A national museum for music probably would make more sense in the larger cities which have contributed much more sonic goodness than Calgary has, but is it much different than some of the museums in Ottawa?
The National Gallery of Canada may have a fine collection of art, but it doesn't have the same 'feel' as the Musee de Beaux-Arts or the AGO. It feels forced, like the only reason why it was built was, "well, Ottawa's the capital, so I guess it should have a museum dedicated to this country's art" and not because of a deep-rooted desire for the city to showcase great Canadian art due to a burgeoning arts scene from within the city, like in Montreal and Toronto.
I think if the NGC can be in Ottawa, then the National Music Centre can be in Calgary. Really, as the city continues to grow, it will continue to contribute more and more to Canada's music roster.
Is there any plan for a large, nation-wide advertising campaign a la the CMHR in Winnipeg?
