The FTA issued its letter of no prejudice for the SWLRT project today. This is a HUGE deal locally. The SWLRT (or Green Line Extension) has been essentially shovel-ready for years, but has been hanging on by a thread with an tumultuous legal and funding picture. While the project is not 100% out of the woods yet, this is the last really major piece to fall into place. This commitment from the FTA should result in bid acceptance tomorrow, and groundbreaking this winter. At this point, service would begin in 2023. SWLRT will extend the METRO Green Line 15 miles, serving 16 new stations in Minneapolis and the suburbs of Saint Louis Park, Hopkins, Minnetonka, and Eden Prairie. The current Green Line provides 24/7 service from Downtown Minneapolis to Downtown Saint Paul and has an avg. weekday ridership of 41,000. The extension is estimated to add approx. 28,000 weekday riders.

Ramsey County has selected AECOM's RFP response for the former Ramsey County Jail and West Publishing site in Downtown Saint Paul, which extends along the base of the bluff between the Wabasha bridge and the district energy plant, from Kellogg at the top of the bluff to the Mississippi River. AECOM's proposal would include 4 towers, along with pedestrian connection and land bridge from Kellogg down to the river, negotiating the bluff and crossing the rail line and Shepherd Rd. I wouldn't hold my breath on this coming to fruition, but these renderings are beautiful. If something of this scale were to really be built in DT STP, regardless of whether it ends up with architecture much less striking than shown here, this would be huge for STP, which has suffered a languishing office market for decades and has struggled to activate downtown.

As described today, the project would be broken down into three phases. Phase 1 would include a hotel component on an unknown size, ~250 residential units, and ~20k sqft retail. Phase 2 would include an office component described as 12-20 floors. Phase 3 would include a tower "up to 36 floors." No use was named for the tower.

The Minneapolis City Council gave final approval to the Minneapolis 2040 comprehensive plan yesterday. While the comprehensive plan covers a wide variety of issues, it is chiefly the city's primary land use policy document. The new comp plan is a pretty substantial pro-growth shift that provides policy support for upzoning nearly ever parcel in the entire city. Some highlights:
--New zoning districts for residential neighborhood interiors will allow for 3-unit buildings in neighborhoods furthest from downtown, moving up to 2.5-story apartment buildings, and then 3-story apartment buildings as proximity to downtown increases.
--New zoning districts for transit corridors will allow for 3, 4, and 6-story apartment and mixed-use buildings depending on level of service and proximity to downtown.
--New zoning districts for transit station areas and major activity centers outside of downtown allow for buildings between 10 and 30 stories.
--Complete elimination of minimum parking requirements citywide.
--Minimum development intensities on high-frequency transit corridors (2 stories), in transit station areas and activity centers (2, 4, 6, or 10 stories depending on district), and downtown (10 stories).

Great update Twin Cities guys, btw Metro should think about running light rail to the site of the old Ford plant-the railroad right of way I bet is sill there-that looks like nice heavy density use of that old plant (was that Canadian Pacific, BNSF or Union Pacific that served the plant). Thanks again for the update.

There is a planned line connecting Downtown Saint Paul with the Airport/MOA, referred to as the Riverview Line. Right now it is anticipated to be a modern streetcar, as the LPA would require it to run in mixed traffic on W 7th for a portion of the route, otherwise it would be in dedicated ROW and would share the Blue Line LRT tracks between Ft. Snelling and MOA. The LPA would have the line cross the Mississippi south of the Ford Site, though alternatives routing it through the site are still being considered. Either the City or the Ramsey County Regional Railroad Authority will end up buying whatever portion of the spur CP doesn't need anymore. I'm not sure if any of the smaller industrial uses tucked in between W 7th and Shepherd still use any rail service at all, but if they do it would be pretty low volume. Since Ford closed I'm nearly certain that the only high-volume rail user on that spur is the ADM mill way down at Randolph & Shepherd.

Obviously it makes sense for the City and/or County to acquire the ROW, but it's difficult to utilize the portion of the spur that runs to the north for rail transit. While the Ford site should be a good trip generator, it wouldn't make sense as a terminus. Anything running in that area needs to serve the purpose of connecting Downtown Saint Paul with the airport, and the Ford site is pretty well out of the way for that. Could still happen that they route Riverview through there and across the Ford Bridge, but it the LPA would have it cross at Hwy 5. There's still enough unknowns with the financial costs of the river crossing and tunneling under the old Ft. Snelling that it certainly seems like the river crossing is subject to change.

Thanks once again for the updates on Minneapolis, particularly the OK for the Green Line extension way down to Eden Prairie. I'm expecting lots of new development at the rail stops along the way, eventually. And 3 cheers for the potential development in St. Paul along the riverfront.

Any body know if the Buckingham Apartment building is still standing at around 15th and La Salle? I rented an apartment there back in the early 80's and they had nice big heated swimming pool in the basement. Can't imagine that they would have torn it down.

By my count we have a total of 9 towers of 15+ stories which are through the approvals process and awaiting groundbreaking:

As far as I am aware, all of these projects, except Calhoun Towers B, have targeted a spring/summer 2019 groundbreaking. Though it's not likely that all eight will break ground this year, the Minneapolis High-Rise Class of 2019 certainly has the potential to be the largest in a very long time. As far as I can tell, Minneapolis has only ever built more than 8 buildings of 15+ stories once, in 1973 when 14 such buildings were built. The next closest we've ever come was 7 in 1987. We have two approved projects (Eleven & Gateway) which, if built, would be the taller than anything built in Minneapolis since 1992, and a third (Alia) which would be taller than anything built in Minneapolis since 2001. If all three are built, Eleven would be the city's 7th tallest, Gateway the 10th, and Alia the 13th.
