I think it was all thought out. Propose something to the CoV that looks like a huge win for the people of Vancouver (free park renovation, free school) and then make the CoV look stupid for rejecting it. Impose a tight timeline and say if you don't get what you want you have a backup plan in which the CoV gets none of the free perks.
It's almost as if they learned from the Negotiator-in-Chief.
