Emaar unveils $20b projects in Algeria

ALGIERS (Algeria) — Emaar Properties PJSC will develop four mixed-use projects in Algeria worth $20 billion as it extends its expansion plans in North Africa.

According to a Press statement, Emaar is developing the New City of Sidi Abdellah; a tourist resort at Colonel Abbas; a waterfront development by Algiers Bay; and a modern healthcare city at Staouali County.

"The company has commenced the construction of the Sidi Abdellah Sales Centre on September 15. The New City of Sidi Abdellah will sprawl over 400 hectares," the statement said.

"Algeria has an annual average economic growth rate of 6.1 per cent and today, witnesses a new era in economic reforms," said Mohamed Ali Alabbar, Chairman, Emaar Properties.

"Emaar's development plans for Algeria are in line with our Vision 2010 of becoming one of the most valuable companies in the world."

Abdelouahab Soufane, General Manager, Emaar Algeria, said: "We are planning to expand gradually our development in the New City of Sidi Abdellah to 1,500 hectares in due course."

New lifestyle destinations

"Emaar's projects encourage foreign direct investment and also meet the residential needs of the local population," he said adding that New City of Sidi Abdellah will also have a golf course, luxury villas, hotels, university campus, hospital, serviced apartments, residences and sports facilities to build a new lifestyle destination for Algeria.

Colonel Abbes, situated by the waterfront of west Algiers, is about 25km from Algiers downtown. The project will include a Marina, serviced apartments, luxury villas and a high-end shopping centre — all to be developed on an area of 109 hectares.

The Waterfront project of Emaar, situated by Algiers bay and 3km from Algiers downtown, will spread over 260 hectares of land, and will feature luxury villas by the waterfront, apartments, office buildings, convention centre, Marina, marina hotel, two large shopping malls, and retail outlets.

Healthcare City in Staouali County, about 20 km from Algiers centre, encompasses a private hospital, para-medical school, medical school, research centre, furnished flats, spa hotel, villas, apartments, student's campus, a shopping mall, and retail and sports facilities.
Emaar has launched significant developments regionally in Saudi Arabia, Egypt, Morocco, Turkey, Libya, Syria, Jordan, India and Pakistan. The company also acquired John Laing Homes, the second largest privately held homebuilder in the US, and Hamptons International, UK's premier realtor.

Groups vie for Algerian desert city contract

February 8, 2008 -- Four groups of international consultants have submitted technical proposals for the contract to design and project manage a new city at Hassi Messaoud, Algeria's main oil hub.

The competing groups are: Shanghai Xian Dai Architectural Design of China; Canada's SNC Lavalin with the US' Louis Berger and Beirut-based Dar al-Handasah (Shair & Partners); France's Iosis with Tunisia's Studi International; and a consortium of four South Korean firms, Korea Land Corporation, Saman Corporation, Samoo Architects and Korea Telecom, with France's Sogreah.

The client, L'Etablissement de la Ville Nouvelle de Hassi Messaoud, is expected to take about six weeks evaluating the proposals before inviting commercial bids.

The project involves the development of a residential enclave further away from oil installations than the existing city.

MONTREAL, QUEBEC--(CCNMatthews - July 11, 2006) - Dessau-Soprin, one of the most important engineering-construction firms in the country, has just obtained a major contract assisting in project management for the construction of a 1,216 km east-west highway across Algeria. This is a project without precedent for the country, as it is has been budgeted at $10 billion (US).

Dessau-Soprin, in consortium with Autoroutes du Sud de la France (ASF) (South of France highways), a European Concession-Construction group from the VINCI group, will provide a team of certified managers, engineers and technical experts in order to help the country's Agence nationale des autoroutes (ANA - national highways agency) implement this project, during a period of 50 months.

The highway will ensure the connection between the Tunisian border to the east and the Moroccan border to the west, and will serve the cities of Annaba, Constantine, Setif, Algiers, Oran and Tlemcen. It will cross 24 of the country's 48 wilayas (or provinces). The six-lane highway, three lanes in each direction, will comprise 60 interchanges, 538 engineering structures, including 70 major viaducts, 13 tunnels, rest areas, service stations, truck stops, as well as highway maintenance and operation centers.

This project will allow Dessau-Soprin to once more demonstrate its capacity for managing large international projects.

With a sales volume exceeding $300 million, Dessau-Soprin draws together more than 2,300 employees in various growth industries such as, energy, telecommunications, transport, the environment, town planning, geotechnics, management and infrastructure development, building, urban development, construction and project management. Active in 31 cities throughout Quebec and Ontario, Dessau-Soprin also has offices in Central and South America, the Antilles, and Algeria.

LIVERMORE, California, (BUSINESS WIRE) April 23, 2007 -- Construction is beginning on what is touted as the world’s largest public works project – an Algerian east-west highway linking the country with Tunisia and Morocco. Construction is underway and is scheduled to be completed by 2010.

Topcon Positioning Systems’ (TPS) G3 technology, which drives the precise positioning industry’s first commercial multi-constellation receivers, has been chosen to direct project layout and construction for a major section of the roadway. Topcon software and instruments were selected by the consortium (COJAAL), which is made up of five Japanese constructions companies.

Topcon’s portion of the bid includes the sale, training and support for about 100 3D systems with 40 already confirmed; this transaction marks the single largest 3D equipment sale in the world. The bid also included providing 50 surveying systems. The 3D machine control systems will be use on bulldozers, graders, excavators, trenchers and other machines used in the project, which are about 80 percent Caterpillar and about 20 percent Komatsu.

Divided into three phases, the $11.2 billion, six-lane highway project attracted worldwide attention in the construction industry, with project bids being presented by 64 global companies. The total highway project will stretch more than 755 miles (1,216 km); the Japanese consortium bid was for more than $5 billion (540 billion yen).

Ray O’Connor, president and CEO of TPS, said, “It is an honor for Topcon to be selected to provide equipment, software and applications for the mammoth highway project. On a project of this size, ease of use, accuracy, effectiveness and the saving of time is paramount to maintaining schedules and maximizing profit margins.

“This highway project is being watched by companies and governments all over the world and we are gratified that Topcon was chosen to be a part of it.”

The Japanese companies forming the COJAAL coalition – Kajima, Taisei, Hazama, Nishimatsu and Itochu – received the bid over companies like Bechtel of the United States, Razel-Vinchi of France, and an Italian bid featuring four large construction companies.

A spokesman for COJAAL said one of the main reasons for Japan’s group to win the bid was that Topcon received the highest evaluation in the “reliability” category in 3D construction.

According to a spokesperson for the Ministry of Public Works, the bids were awarded on the coalitions’ “construction ability and experience,” particularly on massive highway projects. The bid was awarded by a selection firm representing the Algerian government.

Algerian authorities say the highway will help reduce congestion on the national road network. Roadways suffer from the density and volume of goods transport, which accounts for 90 per cent of traffic on the road network.

The East-West Highway project will also have a significant socio-economic impact by creating more than 100,000 jobs. Officials have stated the cross-country road project can be characterized as a catalyst to help accelerate economic development in Algeria.

Algérie : sortir de la «sphère d’influence» française

Dimanche 28 Octobre 2007 -- Des fonds d’investissements, dont le géant américain Carlyle, émettent l’intention de venir fructifier leurs capitaux en Algérie. Au moment où des «enfants gâtés» de la coopération mettent toujours la pression sur nos gouvernants pour «obtenir plus», ces grands groupes financiers ont flairé le bon coup – les prévisions de croissance de l’économie algérienne sont en hausse, et font le siège de nos ministères pour accélérer leurs prochaine installation.

C’est, espérons le, le début d’une véritable prise de conscience de nos institutions économiques qui ont, jusqu’ici, privilégié quelques pistes de développement de la coopération. Les effets pervers de la démarche apparurent dès lors que des partenaires «si proches» ont voulu tirer profit de leur position privilégiée pour tenter de rendre incontournable leur présence sur notre sol.

Tout entrepreneur étranger aspire, légitimement, à faire fructifier son investissement s’il le fait de manière licite et sans exercer aucune espèce de chantage sur ses vis-à-vis locaux. Or, certains opérateurs économiques français ont abusé de leur position dominante pour manifester, à la première escarmouche terroriste, leur désir de s’enfuir d’Algérie ; un pays qu’ils présentèrent ostensiblement aux médias hexagonaux comme une contrée «à feu et à sang».

La démarche consistait-elle à laisser planer l’épée de Damoclès d’un retrait massif d’un pays référencé dans la «sphère d’influence» française ? C’est à nos négociateurs de répondre à la question et à nos gouvernants de tirer les enseignements d’une coopération biaisée par ces atermoiements répétés qui ne plaident pas du tout pour une relation apaisée dans le domaine des affaires.

L’arrivée de ces fonds d’investissements indique clairement que l’on a bien perçu, dans la sphère anglo-saxonne notamment, les immenses potentialités et les promesses de croissance du marché algérien. C’est une bonne nouvelle puisque cela procure à nos entreprises d’autres débouchés et de nouvelles perspectives dans un marché mondial désormais ouvert à toutes les possibilités.

Une économie algérienne décomplexée, et enfin débarrassée de ses œillères, ne peut que progresser et prospérer en tirant avantage des expériences venues de tous horizons.

Selon le rapport du centre Algéro-Britannique d’investissement :

« Les compagnies étrangères cherchent le gain facile »

Samedi 8 septembre 2007 -- Le centre Algéro-Britannique d'investissement (Algerian British Business Center) ABBC a conclu dans un rapport que les grandes compagnies étrangères ne s’intéressent à l’Algérie que dans la mesure où elles peuvent y faire des investissements très lucratifs à court terme, sans engagement directe dans ce pays et ceux-ci est due à l’incompétence des négociateurs algériens.

Ce rapport, préparé par le directeur générale du centre M. Zahir Serrai, estime que la majorité des compagnies étrangères présentes sur la marche algérienne le sont à travers des entreprises locales dans un partenariat qui vise principalement à entreprendre des activités commerciales via les réseaux locaux comme les concessionnaires de voitures et les distributeurs «sans réel intérêts pour l’économie algérienne».

D’autre part, le rapport révèle que le volume des investissements étrangers dans le secteur des banques et des assurances confirme la méfiance des grands groupes internationaux à l’égard du marché algérien « ces investissements sont une sorte de ballon d’essai » envoyé dans le marché algérienne, histoire de faire de gros profits avec une prise de risque minimale en particulier dans les secteurs les plus rentables comme les hydrocarbures.

Le président de la compagnie émiratie An-Nahdha, M. Ramzi Absi, à ElKhabar :
- 10 millions d’euros pour la création d’une usine à Skikda.
- Projet d’une nouvelle ville touristique à Oran.


Les deux groupes immobiliers émiratis An-Nahdha et Al Razihi General Trading ont entrepris des investissements dans des projets immobiliers, industriels et commerciaux en Algérie.


Ils ont lancé deux projets, le premier concerne une usine de production de plâtre et peintures à Skikda, et le deuxième est lié à la création d’une zone touristique à Oran.
Le président de ce groupe, M. Ramzi Absi, a expliqué à El Khabar que la valeur globale du projet de l’usine de production de plâtre et peintures est estimée à 10 millions d’euros, et que la construction de cette usine commencera au cours des trois prochains mois.

Le président de ce groupe a affirmé que cette usine qui sera une filiale de la compagnie Al- Diyar, qui est également une branche du groupe immobilier saoudien en Algérie Al Nahdha, sera munie d’une haute technologie, selon les normes internationales, dans la production du plâtre et des peintures.

La compagnie algérienne Slimani apportera 20% de son capital à ce projet.
M. Ramzi Absi a révélé que ce groupe va entamer un autre projet, à savoir la construction d’une ville touristique près des côtes de la ville d’Oran. Il a prévu la construction de 200 villas de luxe à la manière des pays du Golf.
Il a expliqué que la compagnie a acheté un lot de terrain pour concrétiser le projet et qu’elle est actuellement en train de conclure des contrats avec son propriétaire.

Une nouvelle ville industrielle lancée

Quelques mois après son annonce, le groupe Cevital vient de se lancer dans la concrétisation de son mégaprojet de pôle industriel dans la région côtière de Cap Djenat, dans la wilaya de Boumerdès. En effet, selon un communiqué du ministère de l'Industrie et de la Promotion des investissements, les promoteurs de ce projet ont été reçus par le ministre, Abdelhamid Temmar. Dans la réalisation de son plus vaste projet d'investissement, le groupe d'Issaad Rebrab, (Cevital), s'est associé à un groupe canadien activant dans le secteur de l'industrie d'aluminium. Donc, selon le communiqué du MIPI, ce projet sera réalisé par le consortium constitué du groupe Cevital et du groupe canadien Alcan-Rio Tinto International. Tel qu'il est conçu, le projet devra s'étaler sur une superficie allant entre 250 et 300 hectares. Il offrira également une proximité immédiate d'infrastructures portuaires en eau profonde existantes ou à réaliser dans le cadre du projet lui-même. L'usine de production d'aluminium, projetée dans le cadre de ce mégaprojet, se spécialisera dans la production d'aluminium primaire, Smelter, pour une capacité de 720 000 tonnes. Il est également prévu, dans le même cadre, une centrale électrique, ainsi que la réalisation d'un quai en eau profonde et de diverses installations de manutention et de levage. Le projet, qui vient d'être présenté au ministre de l'Industrie et de la Promotion des investissements représente la première phase d'un investissement d'envergure que Cevital projette de réaliser dans la zone de Cap Djenat dit "Cap 2015". Le montage financier de ce premier projet est, ainsi, évalué à 7 milliards de dollars, selon le communiqué du MIPI. A moyen terme, le groupe d'Issaad Rebrab, (Cevital), dans le cadre de ses perspectives Cap 2015, compte injecter quelque 20 milliards de dollars au total dans cette zone de Cap Djenat. Outre la production d'aluminium, Cevital y projette de nombreuses autres unités industrielles de haute intensité. Entre autres projets, la réalisation d'une infrastructure portuaire qui permettra de désengorger le port d'Alger, des usines pour le montage de véhicules et la construction navale ainsi qu'un complexe sidérurgique. En matière d'emploi, le patron et P-DG du groupe Cevital a déclaré, avant-hier, que ce nouveau pôle industriel permettra de créer jusqu'à 300 000 postes de travail directs quand tous les projets prévus seront entièrement installés. Rebrab, dans une récente déclaration, a également fait savoir que les projets prévus dans la zone de Cap Djenat permettront de réaliser un chiffre d'affaires global de 30 milliards de dollars annuellement à moyen terme. Pour la couverture financière de ce lourd investissement, Rebrab compte sur un financement propre du groupe Cevital et une partie en collaboration avec les banques. Ainsi, après l'agroalimentaire, le groupe Cevital vient de s'engager dans le renforcement de ses activités dans le domaine de l'industrie lourde, une spécialité qu'il a déjà développée à travers ses unités de bâtiment préfabriqué et de verre plat.

Gulf Finance House Announces USD 3 billion Economic Development Zone in Algiers

Manama, Kingdom of Bahrain, 18 February 2008: Gulf Finance House, Bahrain today announced that it had reached in principle agreement with the Government of Algeria to establish a GFH Economic Development Zone on the outskirts of Algiers, the capital city of Algeria. The Zone will be the primary commercial development within the new master planned city of Bouinan and is expected to have an end value of more than USD 3 billion once completed on a site extending to at least 2.8 square kilometers.
The Algerian zone is the second GFH Economic Development Zone, swiftly following the launch of the first, the GFH Mumbai Economic Development Zone in India, in the autumn of 2007.
The GFH special projects team is currently working with international industry experts to finalise the business districts of the zone and the business clusters within each business district. It is expected that the zone could include energy, financial, telecommunications, and IT business districts as well as residential development and leisure facilities.

The announcement followed recent talks between GFH Chairman, Mr. Esam Janahi and His Excellency Mr. Cherif Rahmani, Minister of Land Planning, the Environment and Tourism. The overall concept of the zone was presented to the Minister this week by Mr. Peter Panayiotou, Acting CEO of GFH at the ” Assises Nationales et Internationales du Tourisme” conference in Algiers.

Mr. Esam Janahi commented: “GFH is continuing to build on its leadership in the field of economic infrastructure. The GFH Economic Development Zone - Algiers is another example of the credibility that the GFH team has with the highest level of government and confirms the value that governments see in our end-to- end economic development program. The GFH team always works with the best industry experts we can find internationally and invests much time, money and effort in analyzing national economies and engineering ways of increasing the strength of those economies. This is our core business. We aim to make a difference in Algeria.”
Commenting on this significant contribution to the diversification and development of Algeria’s economy His Excellency Mr. Cherif Rahmani said: “We are pleased with the unique approach taken by GFH and the vision they have shown. Economic development is vital to any nation and we believe that this initiative will act as a catalyst that will bring new ideas and new industries to Algeria. This is very important. We are a relatively prosperous nation but we would like to see a greater proportion of our gross domestic product being generated by other industries and sectors as currently there is a certain amount of concentration in the oil and gas sector. GFH will help to create additional interest in Algeria particularly amongst global corporations.”
GFH Acting CEO Peter Panayiotou stated “Algeria’s economy is strong. It is a major player in the oil and gas industry and has a sufficiently large population to be able to successfully diversify its economy. Algeria enjoys by far the highest national gross domestic product (GDP) in North Africa and has averaged 5% growth over the past 6 years thanks to the oil price boom. The Oil and Gas sector accounts for 46% of Algeria’s GDP and is a powerful driver of economic growth. Alongside this, both the tourism and IT sectors exhibit very high growth potential in the coming years.

Adhésion de l'Algérie à l'OMC: Washington pose ses conditions

“Si l’Algérie a des difficultés dans un quelconque secteur, nous sommes prêts à l’aider à y faire face”, a déclaré, hier, le secrétaire d’Etat-adjoint américain, M. David Welch, en réponse à une question sur la disponibilité de Washington à favoriser l’entrée de l’Algérie à l’Organisation mondiale du commerce (OMC). A en croire la missive de Washington, envoyée au gouvernement algérien, en février 2007, on pourrait dire que les Etats-Unis entretiennent un double discours. Selon la missive, «Si l’Algérie est sérieuse dans sa démarche d’adhésion à l’Organisation mondiale du commerce (OMC) elle doit démontrer aux membres de l’Organisation qu’elle mérite leur attention». Cette lettre illustrait les doutes américains concernant la démarche algérienne d’adhésion à l’OMC. Et ce n’est pas la première fois qu’on évoque, que ce soit du côté américain ou celui de l’Organisation, la lenteur des négociations pour l’adhésion de l’Algérie à ce système multilatéral.

Je suis sceptique face à tout ce développement en algérie. Le pays a-t-il vraiment une base de population assez riche pour soutenir tout cela ??

Si la population est assez pauvre en Algérie c'est à cause de la France.

Sinon depuis l'embellie des cours du pétrole l'Algérie s'est lancé dans un vaste programme de reconstruction du pays à hauteur de 180 Milliards de $ sur 7 ans. Hors il se trouvent que la Mafia Politico-Financière est encore fortement préssente dans les sphères de l'Etat, c'est pour celà qu'il n'y a pas de réel changement sur le terrain, la lutte de clans hypotèque tte perspective de developpement du pays.
PUISSE ALLAH AIDER L'ALGERIE A SORTIR DE CETTE CRISE !!!!!
