That may be true for simultaneous independent ILS approaches. I believe, staggered movements have shorter distance requirements.
Anyway, the third runway at ABIA would be placed between the current west runway and the terminal. This would allow for two planes to land and one to take-off simultaneously. The landing planes would do so on the current runways and the departing flight will do so on the "new" runway. Similar to DFW where flights land on the outside (furthest apart) parallel runways and take-offs occur on the closest in parallel runways.
