He’s probably talking about Phase 2 of the Muni T line aka the Central Subway, construction of which has been hard to miss for several years now if you’ve been downtown.
But the best evidence that CA is a relative leader among states on rail transport is the state subsidization provided to routes like the Capital Corridor, San Joaquin, ACE and Caltrain. Only a minority of states provide state funding to intercity rail like this and few of those provide it to as many lines as CA (I believe there are several more in the southern part of the state).
