Introduction

The Kaohsiung Port Station is situated next to the Kaohsiung Port in Yancheng District of Kaohsiung City. Formerly called “Dagouyi” or “Kaohsiungyi”, Kaohsiung Port Station was the first train station built by the Taiwan Governor-General Office during Japanese occupation on reclaimed land to commence the sea-land transportation of then Dagou Port. In 1908, Kaohsiung Port Station became the terminal station of Taiwan north-south railway line to serve the needs for passenger transport and freight transport of huge machines needed by the newly built sugar factory in southern Taiwan. It, together with the opening of Kaohsiung Port, had laid the foundation for Kaohsiung’s economic development and unfolded an era of seal-land transportation in Kaohsiung. After today’s Kaohsiung Train Station was built in 1941 as the city developed, the focus of passenger transport shifted to the new station. The freight service of the Station was also terminated in 2008 that put an end to the service of Kaohsiung Port Station.

Kaohsiung Port Station has rich cultural elements to substantiate the centurial history of Taiwan railway. To preserve the railway culture of Kaohsiung Port Station, the City Government has registered it as a historical building under the Cultural Heritage Preservation Act and intends to integrate the railway facilities into future urban plan by preserving the premise, platforms, the northern signal building, and part tracks of Kaohsiung Port Station. Consideration has also been given to the possibility of re-opening the rail service.

How to integrate and accommodate the land development in the Kaohsiung Port Station area, the needs of district development, and the preservation or revitalization of railway culture are important topics in the redevelopment of Kaohsiung City. Therefore, UDB holds this design competition before embarking on actual development projects to seek creative and optimal strategy and design ideas for the cultural preservation and redevelopment of the area.

Urban Design

Kaohsiung Port Station area has been designated as one of the benchmark projects for national urban renewal by the Executive Yuan. Urban renewal should not be confined to the conventional notions of “tear down” and “rebuild.” It should take into consideration the local anthropogeography and take up the missions of cultural preservation and urban redevelopment. It should energize land redevelopment with a brand-new perspective and provides a venue for invigorating the industries, preserving the cultural heritage, and experiencing the railway culture. A urban design proposal should reflect the track of Kaohsiung harbor city development and embrace the ambitions of promoting the redevelopment of old downtown districts, Gushan and Yancheng, where the Station is located. Hence, the urban design proposal should at least meet the following requirements:

Innovative ideas for preserving and revitalizing railway cultural heritage
In light of the historical significance and value of Kaohsiung Port Station, the City Government has registered the railway assets of the Station under the Cultural Heritage Preservation Act and will preserve the railway culture by, for example, delineating public facilities, building setbacks, concentrated reserve of vacant lots, and co-construction, and considering the possibility of recommencing train service and restoring the already demolished railway facilities. All these requisites have been explicitly prescribed in the urban plan. Therefore, all possibilities for preserving and revitalizing the cultural assets of the Kaohsiung Port Station and in the area where the Station is located should be channeled into urban design ideas to create asset revitalization and industrial activities, so that a win-win situation that pays tribute to history and culture while offering citizens a satisfactory experience could be achieved.

Flexible and staged development
The area surrounding Kaohsiung Port Station has been carved into renewal parcels and defined in the urban renewal plan. Urban design and future development of the whole area should adopt a strategy of staged development to accommodate the flexibility of integrated or independent development of each parcel, while taking into consideration the needs related to future activities and usage.

Ecological sustainability
The urban design proposal should give consideration to the special climate and environmental conditions of southern Taiwan where Kaohsiung is located. Buildings and facilities in the area should employ the concepts and methods of low-energy consumption and environmentally friendly energy production (e.g. solar power) and designs as much as possible to create more green space and build an ecologically sustainable urban environment.

Developmental theme and financial feasibility
The redevelopment of Kaohsiung Port Station will serve the functions and the role of driving the revival of the locality. The current trend around the world is to capitalize on the economic value of cultural assets and turn cultural assets into cultural industries and an integral part of the city economy. Such approach will not only benefit the residents and the competitiveness of the locality, but also create value of the cultural assets. So the urban design proposal should elaborate the viable themes and the content of development and fully reflect the market needs and financial feasibility to achieve sustainable development.

Alignment with urban plan
The proposal for land development and architectural design should conform to the relevant zoning control and urban design directives in the publicly announced urban plan, and comply with the intensity and nature of the land use as well as regulations on the preservation of railway culture. However, on the premise of cultural preservation and financial feasibility, creative urban design ideas are encouraged.





Design Site

The Design Site area is 15.42 hectares that is bounded on the north by Wufu Road, Gushan 1st Road on the west, and the railway on the south, and neighbors the old Yancheng community on the east.

Eligibility

A. Any engineering consulting firm, juristic person, or organization lawfully established in R.O.C. (Taiwan) or a foreign country and any natural person that may provide professional services according to law (including architects offices and professional engineering offices).
B. Any university faculty or student in the R.O.C. (Taiwan) or a foreign country, or team composed thereof.
C. A natural person or a team composed of natural persons.
D. Each participant may submit only one entry.

Submission Process

How to Register
Participants shall register online to apply for “Registration Number” and print out “Registration Form”.
Proposal Documents
A. Required Documents for Stage One Evaluation:
(A) Qualification Documents
(B) Urban Design Proposal; and
(C) CD-ROM/DVD-ROM
B. Required Documents for Stage Two Evaluation:

(A) Display Board
(B) Presentation File; and
(C) CD-ROM/DVD-ROM
Submission of Proposal Documents
A. The Proposal Documents for Stage One Evaluation should be delivered at the UDB’s address in person or by post before 17:00 (Taiwan time) on March 25, 2011.
B. The proposal documents for Stage Two Evaluation should be carried to the evaluation site and hand in at the scheduled report time for presentation (report time will be notified separately). The shortlisted entries will lose qualification if proposal documents for Stage Two Evaluation are not handed in accordingly.

Proposal Evaluation

The evaluation of entries will be carried out in two stages:
Stage One Evaluation
A panel of judges will perform document evaluation (participants need not be present) to select 15 entries without ranking. The number of shortlisted entries may change with the consent of the jury.
Stage Two Evaluation
Shortlisted entries will carry out onsite presentation and answer questions. The jury will then select winners of 2 Excellence Awards, 3 Outstanding Awards and 5 Merit Awards. The jury may choose not to select any or all winners.
Judging Criteria and Distributions
A. Overall planning and conception (15%)
B. Design concept and creativity (25%)
C. Feasibility of the overall development strategy (20%)
D. Design of buildings, landscape and cultural preservation (30%)
E. Overall drawing and presentation skill (10%)

Awards and Prizes

A. Two Excellence Prizes: NT$1,000, 000 for each
B. Three Outstanding Prizes: NT$500, 000 for each
C. Five Merit Prizes: NT$100, 000 for each
D. Fifteen Shortlisted Entries: Certificate Award for each
E. The above prizes will be subject to the R.O.C. (Taiwan) income tax and will be withheld by the UDB in accordance with the law of tax.

Copyright

A. All participants should represent and warrant that their submitted proposals are original and free of copyright infringement, or else they will be held liable for all damages and legal consequences thereof.
B. The economic rights of all submitted entries shall belong to UDB. Once an entry is shortlisted, the participant shall give up the use of moral rights.
C. All participants authorize UDB to use the submitted proposals in media campaign, public exhibitions, publications online or in print or as reference in future development and planning design without any compensations.

Policies

A. UDB reserves the right to modify the competition rules or terminate the competition at any time by updating on the activity website without notifying the participants individually, and participants may not request any compensation.
B. If a participant has any question regarding the competition, they may submit the question by email to the email address of the competition activity before December 30, 2010 (Taiwan time). Emails received after the date will not be processed. UDB will reply to each individual email and publish the answers on activity website.
