No, it's not unique to Portland. There's a ton of articles from respected news sources that lay out how widespread this issue is throughout the US.

The good news is that there's a ton of development in this area, so hopefully as some people start to move in these buildings will have some more value. The Sutton is finally open and renting units, Watermark is looking like it'll wrap up this year, and then that last parcel on Fields Park should start construction soon. If anything happens with Centennial Mills it'll round the area out nicely.
