Well in the bottom left of the snap-shot is the black body steel support and actual crane, the arm steel is sitting right below the tower.

So my guess, is yes that is a crane.

Memorial.. Near the opening for the Visitors Pavilion. By where they put the platform to the south of the current black crane.

I don't know if this will be for the memorial. Probably more for the PATH terminal, if not the tower. Here's a wider cam shot of the crane in waiting...

The tower needs another crane!

Perhaps it´s for the South-Tower´s Memorial-Pool. But those cranes are usally used for building towers (as well as on other buildings in the USA and Canada).

I believe OneWorldTradeCenter is right - here is the base of the new crane:

Yeah, this is a pretty significant step forward in speed. And it had been raining since Friday!

I tend to think it's going to rise two floors every two weeks, meaning that they are working on two floors at once instead of just one so about every week or so two office floors will be about half complete. It's actually a more efficient process and will definetely speed things up there.

^ Right, the average comes to about a floor a week, according to the Port Authority. So you likely won't see individual floors going up a week at a time.

They did in fact install more of the crane, but I believe it may have more to do with the station than the memorial. But we'll see.
