●計畫緣起

  依據行政院「高雄海空經貿城」整體發展綱要計畫,辦理「高雄港洲際貨櫃中心第二期工程計畫」,並於100年3月10日奉行政院核定。

●計畫內容

  洲際貨櫃中心二期規劃於高雄港二港口外海堤填築新生地約 422.5公頃,計劃興建碼頭5席水下 負18米之深水貨櫃碼頭及14席散雜貨/石化碼頭,另計畫興建能源、石化原料之儲運中心、新式貨櫃基地及港埠發展用地等,以達成高雄港舊港區石化碼頭遷移及興建貨櫃物流基地等目標。

●預期效益

提升高雄港競爭力:
增加5席 -18m水深之深水貨櫃碼頭、總長度 2,415m,以供22,000TEU級之大型貨櫃船靠泊。
每年可增加約400萬TEU之貨櫃裝卸能量。
中油公司預定興建432萬公秉容量儲槽,協助解決其部分儲槽遷建所需用地等問題。
設置自由貿易港區用地約 246公頃,有利相關產業群聚,發揮自貿港區帶動南台灣產業發展之火車頭功能。
促成港市再造,發展都會港灣遷移舊港區石化碼頭,舊港區開發為親水商業遊憩,打造都會港灣。

●執行情形

第1工程標案外廓防波堤工程已於101年3月7日開工,預定107年完工。
第2工程標案碼頭護岸及浚填工程,已於102年4月15日開工,目前工進持續推動中,預定107年完工。
第3工程標案港警大樓工程,於102年8月7日開工,104年4月3日完工。
第4工程標案新生地填築工程,預定於104年11月開工,106年底完工。
第5工程標S4~S5碼頭新建工程,於104年5月6日開工,預定107年完工。
第6工程標消防辦公廳舍新建工程,於105年1月28日開工,預定106年完工。
區內聯絡道路工程,於105年9月1日決標,預定105年10月開工。
區內II及環港道路、附屬建築物工程配合填地時程辦理發包施工,預定108年全部完成。
石化儲運中心第一階段填地 47.2公頃已於104年5月10日完成,全部填地於106年6月填築完成。石化儲運中心碼頭於106年全部完成。

Kaohsiung said fit for US Navy

The Port of Kaohsiung is technically suitable to become a US Navy port of call, as it has handled mega cargo container ships with greater hull length and draft than US carriers, a high-ranking harbor official said.

On June 28, the US Senate on Armed Services Committee authorized US Navy vessels to anchor at Taiwanese ports, resulting in discussions by Kaohsiung’s port authorities about how they would prepare to receive US warships.

“The Port of Kaohsiung has not been contacted by the Ministry of National Defense or the American Institute in Taiwan regarding this highly sensitive issue,” a senior harbor official said on condition of anonymity.

However, the port is theoretically capable of handling Nimitz-class supercarriers and other warships, as bigger ships have made stops at the harbor’s Pier 2 before, the official said.

Mega container ships that have anchored in the port include the Maersk Mc-Kinney Moller, the Yang Ming World and Compagnie Generale Maritime’s Benjamin Franklin, the official added.

The Triple E-class Maersk Mc-Kinney Moller, one of the largest ships in the world, is 400m long and has 16m of draft.

In comparison, a Nimitz-class nuclear-powered carrier is 335m long and has less than 15m of draft, the official said.

“The crucial factors are maneuvering and piloting,” the official said, adding that the harbor should be capable of handling US carriers after arrangements are made for towing and guiding them.

The US Navy’s Seventh Fleet between the 1950s and 1970s used Keelung as a port of call, which was visited by US carriers Wasp and Enterprise, as well as the nuclear-powered attack submarine Swordfish.

Former president Chiang Kai-shek (蔣介石) visited all three of the vessels, the official said.

APL extends lease to operate terminal at Port of Kaohsiung in Taiwan

American President Lines (APL) has signed a deal with Taiwan Branch and Taiwan International Ports to renew its terminal lease at the Port of Kaohsiung, Taiwan.

The newly agreed contract extension will enable APL to retain its current location in the Kaohsiung port for a ten-year period from 1 January 2018 to 31 December 2027.

APL's terminal currently handles the company's own vessels, as well as carriers operated by other organisations such as CMA CGM.

The 101-acre terminal is equipped to handle 1.5 million twenty-foot equivalent units (TEU) of cargo annually.

It comprises two cargo berths featuring a linear quay length of 640m and draft of 15.2m, and can handle ships with capacities of up to 14,000TEUs.



"Today, intra-Asia container volume accounts for one-sixth of all containers moved globally. We see further growth prospects in this trade, where APL is seeking to be a major player."


The terminal features a container freight station, a 21,000TEU yard, three maintenance and repair workshops and two warehouses, in addition to two gas stations that provide onsite logistics support to APL shippers.

APL CEO Nicolas Sartini said: “Today, intra-Asia container volume accounts for one-sixth of all containers moved globally.

“We see further growth prospects in this trade, where APL is seeking to be a major player.

“Our terminal in the Port of Kaohsiung will therefore be strategic for our advancement in Intra-Asia, where we are connecting the key markets of Japan, Korea, the Philippines, Thailand and Vietnam amongst others via the relay hub today.”

APL is also planning to upgrade the terminal operating system at Kaohsiung port in order to increase the facility’s overall operational capability and efficiency.

Dutch company Van Oord has completed the expansion of the port of Kaohsiung in Taiwan.

Van Oord carried out a series of dredging works as part of a €130m contract, which was originally secured from the port operator Taiwan International Ports (TIPC) in 2015.

The work was completed eight months ahead of schedule and saw the development of 250ha of new land for the Kaohsiung Intercontinental Container Center Phase II.

Van Oord area manager Martin Meijers said: “The availability of the right equipment at the right moment and excellent cooperation within the internationally assembled project team contributed to the early completion and overall success of this project.

“It was the first time Van Oord had been engaged as a main contractor in Taiwan.”

Van Oord employed trailing suction hopper dredgers Vox Máxima, Volvox Terranova and Rotterdam to create the new land, which is set to house a number of terminals and wharves, including several that are expected to handle container vessels with capacities of up to 22,000 twenty-foot equivalent units (TEUs).

TIPC said a statement: “Each day, around 150 vessels pass through the port, where more than ten million containers are transhipped each year.

“The expansion enables future growth and will strengthen the position of the port of Kaohsiung as Taiwan’s maritime gateway.”

Major expansion project at Port of Kaohsiung completed

Rotterdam-based Van Oord, an international contractor specializing in dredging, marine engineering and offshore projects, has completed the expansion of the Port of Kaohsiung.

The client, Taiwan International Ports Corp., awarded the contract in 2015, and the work was completed eight months ahead of schedule, Van Oord said.

The project involved suction hopper dredgers Vox Máxima, Volvox Terranova, and Rotterdam creating 250 hectares of new land for the Kaohsiung Intercontinental Container Center Phase II.

The new land will accommodate many terminals and wharves, some of which will be equipped to handle 22,000-TEU containerships.

“Each day, around 150 vessels pass through the port, where more than 10 million containers are transhipped each year,” Taiwan International Ports Corp. said.

In addition to being called by dozens of liner services that strictly serve the intra-Asia trade, the Port of Kaohsiung is called by 48 liner services sailing to regions outside of Asia, according to ocean carrier schedule and capacity database BlueWater Reporting’s Port Dashboard tool.
